THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a body corporate having its Head Office and its chief place of business in the City of Longueuil, province of Quebec, Canada, established by the St. Lawrence Seaway Authority Act and herein acting and exercising its powers as an agent of His Majesty in right of Canada (hereafter referred to as “Owner”) invites you to submit one or two tenders for Contract No 62720 / Ile des Soeurs bypass bridge, dismantling and landscaping of the sites (2023-2024) (hereafter referred to as “Contract”).
Particular Nature of the Tender Documents:
These Tender Documents comprise two (2) Tender Forms: a first Tender Form, entitled “Reuse Option”, and a second Tender Form, entitled “Recycling Option”.
Tenderers may, at their discretion, submit a tender for either or both options in accordance with the Instructions to Tenderers. Only one option will be retained by the Owner for the purposes of awarding the Contract.
To protect the environment and promote sustainable development for future projects, the Owner encourages the reuse of the materials dismantled or otherwise removed from the sites under the Contract. Accordingly, to reflect this objective of the Owner, but for the sole purpose of evaluating the tenders, an adjustment factor of twelve percent (12%) will be applied to reduce the total amount of the Price Table for the Reuse Option of the lowest compliant tender for this option.
The opening of the tenders by the Owner will be carried out as follows:
- Opening of the tenders for the Reuse Option. In the event of a tie between compliant tenders, the lowest tender will be determined by drawing lots between the tied tenderers;
- For the sole purpose of evaluating the tenders, an adjustment factor of twelve percent (12%) will be applied to reduce the total amount of the Price Table for the Reuse Option of the lowest compliant tender for this option;
- Opening of the tenders for the Recycling Option. The Owner will identify the lowest compliant tender for this option. In the event of a tie between compliant tenders, the lowest tender will be determined by drawing lots between the tied tenderers;
- Comparison of the lowest compliant tender of the Reuse Option (to which the twelve percent (12%) adjustment factor has been applied) and that of the Recycling Option;
- The Owner will select the lowest compliant tender between that of the Reuse Option (to which the twelve percent (12%) adjustment factor has been applied) and that of the Recycling Option. In the event of a tie, the Contract will be awarded to the Reuse Option;
- Where the Reuse Option (to which the twelve percent (12%) adjustment factor has been applied) is the lowest compliant tender selected by the Owner, the price tendered, without taking into account the adjustment factor, will be the price retained for the Contract award.
When applicable, the minimum annual fee for Cognibox membership is 800 $ before taxes.
The Special Sections of the Tender Documents (Section 0 Notice to Contractors, Section 3 Special Administrative Conditions and Sections 4 Special Technical Conditions) are available through “Merx” Private Tenders, at http//www.merx.com/pjcci, at the following costs, which are payable by credit card directly to Merx:
- for Tenderers who do not hold a subscription giving access to the Owner’s tender documents on Merx: $25.00 per call for tenders for downloading the Tender Documents as well as $4.95 per month, $2.00 per call for tenders and $0.12 per page for the automatic delivery of the addenda by email;
- for Tenderers who hold a subscription giving access to the Owner’s tender documents on Merx: free download of the Tender Documents as well as $2.00 per call for tenders and $0.12 per page for the automatic delivery of the addenda by email.
This Contract, in general, is to perform dismantling and landscaping work of the Île des Soeurs Bypass Bridge and the approach works in the Montreal area.
The Standard Sections of the Tender Documents (Sections 1, 2 and 5 to 11) are reproduced on the website of The Jacques Cartier and Champlain Bridges Incorporated (www.JacquesCartierChamplain.ca) under the tab Call for Tenders/Tender Documents. The version of the standard sections of the Tender Documents which is applicable to this Contract is the NV Version, available at the following address: https://jacquescartierchamplain.ca/our-corporation/appel-doffres/tender-documents-standard-sections-nv-version/?lang=en.These documents are incorporated by reference into and form an integral part of the Tender Documents as if they were formally reproduced therein.
If the Tenderer elects to submit a tender for each of the two (2) options (Reuse Option and Recycling Option), all of the above-mentioned sections of the Tender Documents (including the Instructions to Tenderers) shall apply in their entirety to each of the tenders.
The submission of one or two tenders constitutes an assertion that the Tenderer has read all Tender Documents and agrees to the conditions therein set forth.
This Contract is covered by Chapter 5 Procurement of the Canadian Free Trade Agreement and by Chapter 19 Government procurement of the Comprehensive Economic and Trade Agreement.
Deadline for the receipt of the tenders is on Monday August 21st, 2023, at 3 h p.m.

Article 2.7.4 of Section 2 Instructions to the tenderers is replaced by: “The tenderer shall not visit the work site by himself. However, upon request, the tenderer may visit the work site accompanied by the Owner representative, by taking an appointment by email with the Owner Procurement Advisor.”
The tenders must be completed on the Tender Form(s) provided by the Owner and must be signed. To be eligible, every tender must comply with the Tender Documents and must be accompanied by the security therein specified.
The Tenderers shall submit the Tender Forms only, the other documents are supplied to indicate the contractual conditions to the successful bidder.
The value of the performance bond and of the labour and material payment bond shall be in an amount representing at least 50% of the total tender amount. The Owner requires Federal Bonds; Standard Bonds will not be accepted.
The unit price Tendered on each work or materials pay item shall represent the actual cost of said work or materials. If, in the opinion of the Engineer, these prices do not represent the actual costs, the Owner may reject the tender.
The Tenderer shall submit its tender(s) in an envelope and append the label provided with the Tender Forms. The tenders shall reach the Owner’s offices no later than the time and date indicated below, which is the one and only address:

No tenders received after the above closing date and time will be accepted. The time and date of receipt of the tenders will be deemed to be the date and time indicated by the stamp affixed by the Owner on the tender envelope. The Owner will not penalize the Tenderer whose tender is received after the closing date and time if the delay is attributable solely to the Owner.
The Tenderer may submit its tender(s) in either of Canada’s two (2) official languages.
The Owner does not bind itself to accept the lowest or any tender, notably if the Owner determines that it is not in the public interest to award the Contract.
