THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a body corporate having its Head Office in the City of Longueuil, province of Quebec, Canada, established by the St. Lawrence Seaway Authority Act and herein acting and exercising its powers as an agent of Her Majesty in right of Canada (hereafter referred to as “Owner”) invites you to submit a proposal for Contract No. 62738 Honoré Mercier Bridge and Melocheville Tunnel, Testing Laboratory Services for Rehabilitation and Construction Work (2024-2027) (hereafter referred to as “Contract”).
This Contract generally consists in providing testing laboratory services to perform the quality assurance of the Construction Work to be carried out under one or more Construction Contracts on the federal section of the Honoré Mercier Bridge located on the Mohawk territory of Kahnawà:ke and at the Melocheville Tunnel located in Beauharnois.
At the sole discretion of the Owner, this Contract may be extended on two (2) occasions to include testing laboratory services to be carried out in 2027-2028 and in 2028-2029.
The Request for Proposal Documents for the Contract (Section 0 and addendums) are available through “Merx” Private Tenders, at https://www.merx.com/pjcci, at the following costs, which are payable directly to Merx, by credit card:
- for those who do not hold a subscription giving access to the Owner’s requests for proposals on Merx: $70.00 per request for proposals for downloading the Request for Proposal Documents including the automatic delivery of addenda by email;
- for those who hold a subscription giving access to the Owner’s requests for proposals on Merx: free downloading of the Request for Proposal Documents including the automatic delivery of addenda by email.
If requested, the minimum annual fee for Cognibox membership is $800 before taxes.
This Contract is covered by Chapter 5 Government Procurement of the Canadian Free Trade Agreement and by Chapter 19 Government Procurement of the Comprehensive Economic and Trade Agreement.
Procurement strategy: proposal that represents the best overall value.
The submission of a proposal constitutes an assertion that the Consultant has read all Request for Proposal Documents and agrees to the conditions therein set forth. To do so, the Consultant shall fill the Section 4 Technical Offer and Section 5 Financial Offer forms as outlined in Section 2 Instructions to consultants and transmit them in two (2) separate files named “Technical Offer” and “Financial Offer” no later than April 16, 2024 at 3:00 p.m., Eastern Standard/Daylight Time by email at offres@pjcci.ca.
No proposal or part thereof transmitted by fax, mail or any other means will be accepted nor if it is received after the closing date and time. The time and date of receipt of the proposal will be deemed to be the date and time indicated on the email transmitted to the Owner.
A proposal transmitted before the closing date and time may be withdrawn or replaced before the closing.
The Consultant may submit its proposal in either of Canada’s two (2) official languages.
The Owner does not bind itself to accept any proposal, notably if the Owner determines that it is not in the public interest to award the Contract.
