THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a body corporate having its Head Office and its chief place of business in the City of Longueuil, province of Quebec, Canada, established by the St. Lawrence Seaway Authority Act and herein acting and exercising its powers as an agent of Her Majesty in right of Canada (hereafter referred to as “Owner”) invites you to submit a proposal for Contract No 62643/ Consultant Services, Preliminary Project Studies for the Redevelopment of the Bonaventure Expressway – Phase I (2019-2021)
The Request for Proposal Documents for Contract No 62643 are available through “Merx” Private Tenders, at http//www.merx.com/pjcci, at the following costs, which are payable directly to Merx, by credit card:
- for those who do not hold a subscription giving access to the Owner’s requests for proposals on Merx: $25.00 per request for proposals for downloading the Request for Proposal Documents. For addenda, the fees are $4.95 per month for the duration of the request for proposals, $2.00 per request for proposals and $0.12 per page for automatic email delivery;
- for those who hold a subscription giving access to the Owner’s requests for proposals on Merx: free downloading of the Request for Proposal Documents. For addenda, the fees are $2.00 per request for proposals and $0.12 per page for automatic email delivery.
The Documents and Drawings Provided described in Appendix 1 of the Reference Terms (Section 3) are available to those who have purchased the Request for Proposals Documents using a link in the full document.
The submission of a proposal constitutes an assertion that the proponent has read all Request for Proposal Documents and agrees to the conditions therein set forth.
This Contract is covered by Chapter 5 Procurement of the Canadian Free Trade Agreement and by Chapter 19 Government procurement of the Comprehensive Economic and Trade Agreement.
Procurement strategy: proposal that represents the best overall value.
The deadline for the receipt of proposals is August 23rd, 2019 at 3:00 p.m.
Please fill the “Technical Offer” (Section 4) and “Financial Offer” (Section 5) forms as outlined in the “Instructions to Consultants” (Section 2).
Please return five (5) copies of your technical offer and three (3) copies of your financial offer in two (2) separate envelopes, which shall be sealed and marked “Technical Offer” and “Financial Offer”, and on which the labels provided by the Owner for that purpose shall be affixed, at the address below, which is the only address for the receipt of proposals.

No proposals received after the above closing date and time will be accepted. The time and date of receipt of the proposals will be deemed to be the date and time indicated by the stamp affixed by the Owner on the transmission envelope. The Owner, however, will not penalize the proponent whose proposal is received after the closing date and time if the delay is attributable solely to the Owner.
This Contract generally consists in providing, in 2019-2020 and 2020-2021, the consultant services to conduct the preliminary and detailed preliminary project studies on the first phase of the work planned to be carried out during the period extending from 2022 to 2026 for Phase I of the redevelopment of the federal section of the Bonaventure Expressway located in the Montreal area.
The proponent may submit its proposal in either of Canada’s two (2) official languages.
The Owner does not bind itself to accept any proposal, notably if the Owner determines that it is not in the public interest to award the Contract.
