Description

To provide all material, equipment, and labour to supply and install a vertical platform lift with transformed steps (VPLTS) which will meet the Province of Ontario codes and regulations. The contract will move through four (4) phases:
I. Introductory Meeting/Session: On-line meeting with the TSSA to explore project intent and basic review of equipment proposed.
II. Initial Shop Drawing Process: Upon award of the contract, this trade will proceed with full set of shop drawing for their proposed lift to meet the design intent from the consultant 99% design development documents as well as inserting proposed changes to your existing equipment to suit the Ontario and Canadian Codes and Regulations related to this equipment (Please review and incorporate into the design of your proposed equipment the appliable requirements from Canadian Standards Association (CSA) B44.1/ASME A17.5 Standard for Elevator and Escalator Electrical Equipment, C22.1 Canadian Electrical code, Part 1, Safety Standard for Electrical Installations and CSA B355:19 Platform lifts and stair lifts for barrier free design).
III. Regulatory Reviews and Certifications: Manage the regulatory certification process of the vertical platform lift with transformed steps through the Province of Ontario’s Technical Standards and Safety Authority (TSSA) and Electrical Safety Authority (ESA) offices.
 Incorporate all requested modifications to the initial shop drawing submittals
 Anticipate an initial review of the submittals by the consultants and regulatory Authority Having Jurisdiction (AHJ), as well as a follow-up review after submittal are updated
 After all reviews, update your submittal to suit. Given that this level of effort for this phase is unknown, we have identified a time allowance within this tender for attending on-line meetings, providing information and presentations, required additional engineering and shop drawing revisions for this process (See Item 3, below for further clarity)
IV. Manufacture and Installation: As noted, including but not limited to, manufacturing the vertical lift, shipping to Ottawa, Canada, installing, commissioning the equipment, making all final adjustments that may be required by the TSSA Inspector or other AHJ Inspectors. Finally, providing the required maintenance after turnover (See Items 13 and 14, below for maintenance requirements).

The first envelope will be the technical information and evaluated on a pass or fail approach.
Technical Information of contractor (first envelope) shall contain the following MANDATORY information:
A. A short company introduction including but not limited to date of incorporation, how long has the firm been installing Universal Accessible (UA) vertical platform lifts with transformed steps type equipment, number of countries where you have installed this equipment.
B. Provide a company organizational structure, identifying any other branches offices and/or subsidiary companies, including each company’s address.
C. Identify any Canadian companies/distributor(s) that may be used for contracting purposes. Provide the firm name and address.
D. Provide a copy of your company’s brochure of the proposed UA vertical platform lifts with transformed steps (VPLTS) type equipment for this pilot project.
E. Provide a minimum of three (3) past projects of similar construction completed in the last 5 years including a description of the scope, duration, pictures, and cost of installation. At least one of those projects should be construction in a heritage project. These projects should be based on the model of equipment that is being proposed in this tender.
F. Provide the firm to be used for this installation, maintaining this equipment, and providing warranty calls. Provide confirmation that the firm is registered with Technical Standards and Safety Authority (TSSA) in accordance with O.Reg 209/01 Elevating Devices. Provide confirmation that mechanics used by the firm for the installation and maintenance of the lift are licensed in accordance with O.Reg 222/01.
G. Bonding capacity as confirmed by a formal letter from your financial or bonding firm (labour, material, and performance bonds) or alternatively confirmation in writing that can be provided, such as a letter of credit from your banking institution as a condition to issue your firm a contract.

The second envelope will be the financial portion of this bid for this pilot project only. Note that only those bidders that have submitted a first envelope and receive a pass on their technical
submission will have their second envelope (financial portion) opened. All unsuccessful technical submission(s) will not have their financial envelope opened.

The bidder shall include a scanned copy of duly filled and executed Tender Form TP01 Vertical Platform Lift with Transformed Steps and submit through Merx before bid closing time.
