Purpose:

This is not a bid/tender solicitation. This is an Advanced Procurement Notice (APN) of potential contracts with security clearance requirements to provided interested contractors, supplier, and vendors an opportunity to begin their security clearance sponsorship application process. Please note that there is no guarantee that these contracts will proceed or that any security clearances will be granted under the sponsorship process. The intent of this APN is to provide interested parties with advanced notice to start the process of obtaining the required security clearances in order to participate in an upcoming tender event for the project.

Project Overview:

PCL in partnership with Stantec Architecture have been appointed the Design Builder under a Modified Design Build Contract for the project. The project comprise of two distinct phases, the Design Phase, and the Implementation Phase (Construction Phase). The design phase is nearing completion and includes for providing the full design of the facility and final biddable construction documents for the project.

The intent of the Yellowknife Multi-Purpose Building project is to address the infrastructure requirements for two detachments of the Canadian Armed Forces located in Yellowknife; the Joint Task Force (North) (JTF(N)) Technical Support Detachment and the 1st Canadian Ranger Patrol Group (1CRPG), in order to support each units’ mission to prepare and support domestic operations.

The new building will be approximately 8,900 square meters of combined office space, classrooms, drill hall, storage/warehousing, washrooms, fitness center, and vehicle maintenance garages under the same roof. The project has been mandated to be Net Zero Ready and to achieve LEED Silver Certification. The project will be developed on a 5-hectare site located on Federal Land, near Deh Cho Boulevard and Fiddlers Road with the Engle Business District, Phase 2 adjacent to the Yellowknife Airport.

The construction budget is currently estimated at approximately $86.3M and the construction phase is conditional on DND receiving project funding approvals to proceed.

Mandatory Security Clearance Criteria:

In order to be eligible to participate in the project’s upcoming Tender Event, the interested parties will be required to among other things, actively hold the required security clearance(s) at the time of tender closing. At minimum a valid and active DESIGNATED ORGANIZATIONAL SCREENING (DOS) at the level of RELIABILITY STATUS granted or approved by the Contract Security Program (CSP), Public Works and Governing Services Canada (PWGSC) is required to participate on this project.

Defence Construction Canada (DCC) is providing interested parties early access to the security clearance application process through sponsorship under its Industrial Security Program (ISP). Accordingly, Interested Parties that are interested in submitting or participating in a proposal/bid for these procurements that fall under this program and that do not actively hold the above identified security clearance(s) should begin the security clearance application process by applying through DCC’s ISP.

Under this program, PCL may provide assistance with the security clearance sponsorship process.

To begin the security clearance sponsorship process, please submit a sponsorship request application to DCC by following the steps identified on DCC’s website at: https://www.dcc-cdc.gc.ca/industry/security-requirements [dcc-cdc.gc.ca]

In their sponsorship request application to DCC, interested parties are asked to quote the following information, among other things:

Upon receipt, PCL will review the sponsorship request application and will communicate directly with the Interested Party to complete a sponsorship request package. Once determined that the Interested Party has substantially completed the sponsorship request package, PCL will assist the company in initiating the formal application process through the DCC Sponsorship Program.

Following receipt of the sponsorship request package, the CSP, PWGSC will communicate directly with the interested party regarding any further steps or actions to be undertaken or the status of the sponsorship request package processing. At such time, the interested party will need to cooperate with the CSP, PWGSC in a timely fashion to further the process.
