Description

Parsons Inc. as the MCM on the GMRP is initiating a process to qualify Respondents for the construction, testing, and commissioning of a Water Treatment Plant (WTP) on the Giant Mine Remediation Program in Yellowknife, Northwest Territories. The Area of the Contract is within both Môwhì Gogha Dè Nîîtåèè, as defined in the Tłı̨chǫ Land Claims and Self-Government Agreement, and the Akaitcho Asserted Territory, as defined in the Akaitcho Interim Measures Agreement (see Annex A Project Overview).

This document defines the requirements for the qualification of Respondents. Interested suppliers are required to respond to this Prequalification (PQ). Only those Shortlisted Respondents, considered by Parsons to meet the qualification requirements as defined in this document, will be invited to submit competitive proposals for this work during the Request for Proposal (RFP) phase. Responses to this PQ in no way commit Parsons to any obligation or commitment for future work.

1. There will be a Respondents’ (virtual prequalification) Conference as noted above in the Preliminary Procurement Schedule. Shortlisted Respondents will have the opportunity for a site visit in or around Fall 2022. A mandatory pre-Bid, on-site tour is expected for Phase Two.

2. Interested Respondents should confirm their attendance and provide the details of the person(s) who will attend by emailing the below information to the Contracting Authority by the date and time as noted in the Preliminary Procurement Schedule, failing which, Respondents may not receive the required conference details before the scheduled date and time of the conference.

3. The conference will be limited to two representatives per interested Respondent. Further instructions will be provided only to Respondents who confirm their attendance as set out in paragraph 2 above and will be provided no later than five business days prior the conference. Additional Bidding Instructions

The purpose of this PQ is to solicit documentation that will enable Parsons to determine which Respondents:
a. are best qualified to successfully execute the construction, testing, and commissioning of the WTP project
b. will be invited to submit proposals in response to Parsons’ RFPs for the WTP project

Parsons is interested in understanding the performance history and experience of the Respondent and its team members on projects that include technical elements similar to this WTP project.

The evaluation criteria for this PQ are set out in Part 3 Evaluation Procedures.
