UNIVERSITY OF WATERLOO - NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT: #20-059
The University of Waterloo (UW) intends to award a single source contract to Keysight Technologies of Mississauga, Ontario, for software and upgrades to extend service life, frequency range, and capability of existing network analyzers.
This is an advanced Notice indicating to the supplier community that UW intends to award a contract for these goods to the pre-identified supplier. If no other supplier submits, on or before the closing date of this notice, a statement of qualifications that can satisfy the stated requirements set out in this Notice, the competitive requirements of the University are considered to have been met. Following notification to any suppliers not successful in demonstrating that their statement of qualifications meets the requirements set out in this Notice, the contract may then be awarded to the pre-identified supplier.
If other potential suppliers submit statements of qualifications during the twenty five calendar day posting period, and meet the requirements set out in this Notice, UW will proceed to a Request for Proposal process, in order to award the contract.
DESCRIPTION:
The University of Waterloo wishes to upgrade its existing Vector network analyzers to extend their service life, share existing software licenses, increase accuracy and capabilities through enhanced phase noise sources and extend single sweep frequency range from RF to >120GHz.
This is an exceptionally advantageous offer that the University is not aware that other suppliers can match.
SOLE SOURCE JUSTIFICATION:
No equipment manufacturer other than Keysight can upgrade 2 existing Keysight Network analyzers owned by u Waterloo to increase their capabilities, service life, speed, accuracy, allow sharing of existing applications between similar units owned by the university and affect changes permitting future upgrades such as modulation distortion, spectral and phase noise measurements. Specific capabilities of the upgrade in question include network analyzer source phase noise enhancements at 10kHz offset to provide -72 dBc/Hz at 120GHz and -112dBc at 10GHz. The upgrades offer needed measurement stability at 120GHz of <0.03 dBm and phase stability of <0.4 degree per deg C. The upgrade will provide system dynamic range >105dB at 120GHz. Single sweep measurements on existing units will be possible from RF to >120GHz and existing VDI/OML THz heads will be supported.

Suppliers who can provide the functionality described herein, and provide a solution for compatibility with the existing equipment, may submit a statement of qualifications, in writing, to the contact person identified below on or before the closing date of this Notice.
The budget for this acquisition is approximately $450,000 CAD, not including GST/HST.
