- Invitation to Proponents
This Request for Supplier Qualification (RFSQ) is an invitation to prospective Proponents to submit Proposals for the supply and delivery of Promotional Products(the “Goods”), to the University of Ottawa as further described in Part 2 – The Deliverables.
The work in this contract includes the supply and delivery of the Promotional Products . All Products must meet the specifications and quality standards and the terms of conditions identified in this Request for Supplier Qualification.
In the RFSQ process, The University of Ottawa intends to prequalify up to five (5) designated Suppliers, to be part of the Multi-use list Arrangement for the supply and delivery of the Promotional Products.
Within the Multi-use list Arrangement, the University will invite the supplier to bid on an RFQ Request based on the amounts mentioned in table below . The University intends to allocate the RFQ for the supply, delivery of the Promotional Products to the Supplier with the highest evaluation score. The Multi-Use List ceiling will be set at $100,000 before taxes for a single one-time purchase.
The University may at its own discretion, after the three year term contract, add other suppliers to the Multi-use list by posting an RFSQ.
- Objectives
The University is seeking to satisfy the following objectives in issuing the RFSQ:
- giving due consideration to the “value-added” that a supplier brings to the University of Ottawa;
b. Obtaining delivery of the Promotional Products and Services according to the Project Timeline;
- Ensuring and implementing SciQuest compatibility requirements with the successful Proponent;
c- Optimizing cost reduction opportunities available to the University of Ottawa by maintaining or improving upon existing service levels, management and payments thereof;
d- Entering into Contract with suppliers for the supply and delivery of the Promotional Products through a Multi-Use List who will work collaboratively with the University to ensure that its objectives are met.
The University will rely on this Multi-Use Listover the next 3 years with a right to cancel the agreement at any given point should the funds cease to exist or should the service provided by the suppliers deteriorate to a point that the University of Ottawa deems, in its view, unacceptable to the university community.
- Description of Deliverables
The University is seeking specialist firms to provide competitive prices for the supply and delivery of Promotional Products.
Specifically, the University is interested in establishing contractual relationships with suppliers who can offer:
- a broad selections of quality Promotional premiums/gift Products , appropriate to the university context, and suitable for application of the uOttawa logo and/or other graphics;
2. best unit or discount off list pricing;
3. minimum order quantities for any given item that meets the needs of the majority of university clients;
4. an appealing volume incentive structure;
5. strong delivery and product guarantees and/or warranties;
6. a favourable return policy and a dispute resolution process that are acceptable to both the university and the supplier;
7. local representation with a bilingual (French and English) customer service orientation and the ability to meet university client service expectations;
8. the ability to manage a large number of university clients at any one time and provide, in a timely manner, reports by client and at the university-wide level on purchases, rebates, returns, issues, etc.
For an evaluation purpose the University may require samples from the proponents.

Outdoor & Leisure.
Mandatory (MS) :
- The proponent(s) must have an operating office in the National Capital Region, (M).
- Bilingual sales representative (French, English), (M).
- The Proponent must have a minimum of five (5) years experience of offering such a service for an educational institution , within the last ten (10) years as of the date of submission (M).
