DescriptionA - Previous Amendment

The University of Ottawa is searching for service providers that would be able to complete all the required work for green sanitary services of our buildings, including Student Life Residences and all other related work as detailed in Appendix T- Detailed Information Facilities and Appendix U – Detailed Information Student Life Residences. The specifications regroup all the prototypes of premises by zones as well as an overview of the required tasks to be completed routinely and periodically. The frequencies of work will alternate during the winter and summer seasons. Frequencies and detailed tasks will be identified thoroughly at the second stage – Invitational RFP.

The management of the integrated operations for Facilities has reassessed, in depth, the modes of provision regarding the contracts for Green Sanitary Services for the University’s halls as well as the students’ residences.

The University has worked with a specialized firm to perform various analyses in order to allow the development of the technical specifications as well as the Request for Tender Documents. This exercise has also allowed the University to develop a continuous improvement program which is comprised of compliance and key performance indicators, an inspection system, management and cleaning contract supervision, training for internal personnel as well as to provide technical assistance during the start-up and progress of the contract.

The University has divided the buildings as follows:

Campus North
Campus South
Campus Roger Guindon (451 Smyth)
Student Life Residences (including Hoteling)

Refer to Appendix T- Detailed Information Facilities for the list of buildings included in Campus North, Campus South and Roger-Guindon. Refer to Appendix U- Detailed Information Student Life Residences for the list of residences.

Proponents have the possibility to pre-qualify for more than one (1) section and can submit proposal packages as follows:

Section 1: Campus North AND Campus South
Section 2: Campus North OR Campus South
Section 3: Roger Guindon (451 Smyth)
Section 4: Student Life Residences (including hoteling services)

Proponents may pre-qualify for sections 1,2,3 and 4. Proponents awarded section 1 and/or section 2 may be awarded Roger Guindon, section 3. The Proponent awarded Student Life Residences, section 4, will not be awarded any other sections.

Evidence of Insurability - Appendix E
Proponents submitting Proposals must submit a letter from an insurance company duly licensed and authorized to conduct business and provide insurance in the province of Ontario confirming the Proponent’s ability to obtain the requisite insurance described in Appendix W – Form of Agreement of this RFSQ. The letter from such an insurance company must be in the form included in Appendix E – Evidence of Insurability of this RFSQ, or, at a minimum, must include the following information:

Certification by the insurance company that the Proponent can obtain or currently has the requisite insurance stated in Appendix V – Form of Agreement of this RFSQ.
The name of the Proponent.
The name of the insurance company.
The name and signature of a duly authorized representative of the insurance company.
The date on which the letter was signed.
The insurance company representative’s email address and phone number.

Evidence of Bonding Capacity- Appendix F
Proponents submitting Proposals must submit a consent of surety letter from a surety company duly licensed and authorized to conduct business confirming the Proponent’s ability to obtain a performance bond as described in this RFSQ. A consent letter from an insurance broker will not be acceptable.

Workplace Safety and Insurance Board (WSIB) Coverage - Appendix G

Current WSIB coverage demonstrated by a valid WSIB Clearance Number, covering the employees of the Provider and claims for personal injury or death; or
Written confirmation from the Workplace Safety and Insurance Board stating the Proponent is not required to be registered in Ontario or an attestation from a duly authorized representative of the Proponent that WSIB coverage is not required including details and rationale for the exemption and evidence of compliance with the requirements of the province or territory of their Place of Business with respect to workers compensation insurance.

- Background, objectives and scope of services for the RFSQ;

- Detailed review of Instructions to Proponents and Proposal requirements;
- Evaluation of Proposal;

  Stage 1B &1C - Technical Rated Criteria;
  
  Stage 1D – Interview
All attendees must register their attendance at the meeting, noting the full legal name of the Proponent whom they represent. Maximum two (2) representatives may attend from each Proponent may attend the Proponent Conference. Proponents, who, for any reason, cannot attend the specified date and time will not be given an alternative appointment, therefore, will be considered as non-responsive.
