This Request for Supplier Qualification (RFSQ) is an invitation by the University of Ottawa (University/Owner) to General Contractors (Proponents) to submit proposals to be prequalified for a construction project located on uOttawa Campus that will be issued in two (2) Phases as described below in section 1.2 Project Information and General Scope of Work. All of the shortlisted Proponents will be invited to bid on two (2) separate tenders for Phase I and Phase II of the project. The Request for Tender for Phase I of the project will be issued to the prequalified General Contractors in March, 2022 and the Request for Tender for Phase II of the project will tentatively be issued in January/February 2023 timeframe pending budget approval.
Hyman Soloway Interior Finishes and Fire Alarm Refurbishment
Hyman Soloway is an apartment style residence located on the north end of campus. Constructed in 2004,the residence is home to 239 residents. The building consists of six storeys above grade, plus one storey below grade level for parking.
The ground floor is comprised of 12 residential apartment suites, common area, and commercial retailspace. The retail space is not part of the scope of this project.
The common areas consist of:
Levels two to six, each have 14 apartments suites that are combination of 2, 3, and 4 bedrooms suites.The common area includes a main entrance vestibule, common laundry area, lounge / assembly area,public corridors, garbage room and exit stairs. Each apartment suite has a kitchen, living / dinning area, shared washrooms, and a small utility closet.
The intent of the project is to modernize Hyman Soloway, this includes but is not limited to: removing and replacing flooring, ceilings, millwork, washroom fixtures, lighting, furniture, fire alarm, and emergency lighting. Also as part of this modernization additional work will include: modifying chases within washrooms to address on going mold issues, and modifying one bedroom on each floor (excluding Level 1).
Basement Storage Structural Deterioration- The main concern is in regards to a reinforced concrete beam, which is a primary structural support for the ramp to the parking garage. The concrete is deteriorating due to ongoing water infiltration. The concrete deterioration is limited to an area around the existing drainpipe which runs through the slab from the trench drain immediately above. The concrete is spalling and delaminating due to the corrosion of the rebar.
The definitions applicable to this RFSQ are those provided in the Standard Form of Contract CCDC2, 2008 Stipulated Price Contract for Construction and the University of Ottawa’s Supplementary General Conditions to CCDC2, 2008 Stipulated Price Contract as per APPENDIX E of the RFSQ.
The University’s intention is establishing a shortlist of Proponents who will then be invited to submit tenders based on the contract documents for construction services of this project. The five (5) highest scoring Proponents, who achieve a minimum score of 75% with regards to the evaluation criteria, will be shortlisted, however the University reserves the right to increase or decrease the number of shortlisted Proponents based on the overall scoring of the Proposals.
Construction start for Phase I of the project is planned for May 2, 2022 and anticipated substantial completion date is August 15, 2022.
