Description of Procurement
The University is conducting a Request for Proposal (RFP) for the procurement of a roofing contractor that specializes in low-slope roof system installation for two (2) campus buildings as further described in Appendix B - Deliverables:
1. Library (LIB) building is located at 350 Victoria Street, and
2. Jorgenson Hall (JOR) building is at 380 Victoria Street.

Ryerson intends to execute CCDC-2 Stipulated Sum agreement with Supplementary Conditions, as provided in Appendix E.

The procurement is anticipated to involve negotiation. An electronic auction is not anticipated.

Conditions for Participation
The award of a Final Agreement to a Successful Proponent is conditional on the Successful Proponent providing the following information to Ryerson, in accordance the timeframes specified by Ryerson:

Insurance:

1. Commercial liability insurance shall be with limits of not less than $10,000,000 per occurrence, an aggregate limit of not less than $10,000,000 within any policy year with respect to completed operations, and a deductible not exceeding $25,000.00. The insurance coverage shall not be less than the insurance provided by IBC Form 2100 (including an extension for standard provincial and territorial form of non-owned automobile liability policy) and IBC Form 2320. Such coverage shall include (i) Ryerson University as an additional insured, and (ii) a cross liability/severability of interest clause and 30 days' notice of cancellation; umbrella or excess liability insurance may be used Subject to satisfactory proof of financial capability by the Contractor, the owner may agree to increase the deductible amounts.
2. Standard automobile insurance for all vehicles owned, licensed or leased by the Supplier and non-owned automobile insurance, where required, for an amount of not less than two million dollars ($2,000,000.00), per occurrence for each type of coverage. Where the non-owned automobile insurance coverage is provided within a general liability policy, a separate policy is not required;

WSIB

A clearance certificate from the Ontario Workplace Safety Insurance Board, or if the Successful Proponent is not subject to the Workplace Safety and Insurance Act (Ontario), evidence of employers’ liability coverage equivalent to WSIB coverage in the amount of not less than two million dollars ($2,000,000.00).

Bonding

Digital Construction Act bonds by a duly licensed surety company authorized to transact a business of suretyship in the province or territory the Deliverables are performed.

labour and material payment bond in an amount equal to not less than 50% of the Contract Price; and
a performance bond in an amount equal to not less than 50% of the Contract Price.

Proponents shall refer to the Supplementary Conditions for complete information regarding bonds.

Agreement to Comply Ryerson University COVID-19 Vaccination Policy

This is an agreement and acknowledgement from the Successful Proponent to Ryerson verifying their compliance with Ryerson’s COVID-19 Vaccination Policy.

Contract Details
The term of the Final Agreement is approximately six (6) months or the completion of the project, followed by the warranty period. The successful completion of both (buildings) projects is expected to be on or before August 1st, 2022.

To gain a better understanding of the existing site conditions and constraints, all Proponents are requested to attend an optional site visit, scheduled for the following date:
Optional Site Visit Date: December 13, 2021 at 10:00 AM local Toronto time
Please note that the site visit is expected to be one and a half (1.5) hours in length.
Registration is REQUIRED to attend the Site Visit.
Proponents must register in advance if they wish to attend.

Proponents must submit a completed and signed Acknowledgement of Compliance to Ryerson’s Vaccination Policy provided in Appendix F along with their registration information.

Site Visit(s) will be completed in accordance with Ryerson’s COVID-19 Requirements. This will include practicing physical distancing, the use of PPE (masks), completion of a health-screening questionnaire and following Toronto Public Health guidelines.
Proponent Personnel are required to complete a Health Screening Questionnaire on the day of the scheduled site tour.
Site Visit shall be on Ryerson Campus, downtown Toronto. Location specifics will be provided to registered Potential Proponents at least one (1) Business Day before the Site Visit.
