Request for Proposals Telephone Town Hall Services OSC201617-144 (the “RFP)
The Ontario Securities Commission (“OSC”) is soliciting competitive Proposals from respondents for the provision of telephone town hall services (the “Services”) as further described in Article 3 of the RFP.

The potential scope of services to be provided under the contemplated engagement includes, but is not limited to:

Scope of Work. The OSC’s Investor Office delivers community presentations across the province. The Investor Office would like to engage with the community in a more cost-effective and efficient manner through telephone town halls, which may include, but is not limited to, the following services and deliverables:

(a)Telephone Town Hall planning and management services:

1. Strategic advice, operational planning and support throughout the telephone town hall:
   • guidance on speakers, scripts, messaging, polls, etc.;
   • OSC staff training prior to the telephone town hall;
   • promotion advice;
2. Troubleshooting throughout the planning process and during each telephone town hall; and
3. Recruitment of up to 500 English-speaking participants per telephone town hall (may include other criteria such as age group).

1. Facilities for hosting telephone town hall;
2. Moderator to facilitate discussion, ask questions and conduct interactive polls;
3. Screeners to screen caller questions, ask for permissions, etc.; and
4. Audio streaming services.

1. Broadcast calls to participate in telephone town halls;
2. Maintaining call lists for each telephone town hall that exclude phone numbers on the National Do Not Call List;
3. Opt-in participation management; and
4. CRTC compliant scripts and calls.

1. Executive summary and detailed report on each telephone town hall with details such as participation rate, duration, geographic breakdown, questions etc.;
2. MP3 audio recording of each telephone town hall; and
3. Transcript of each telephone town hall.
