Description

Quality Assurance Services for the CSA National Systems Renewal Program
RFP OSC201516M-84

The Ontario Securities Commission (the “OSC”), on its own behalf, and on behalf of the British Columbia Securities Commission (“BCSC”), the Alberta Securities Commission (“ASC”), and Autorité des marchés financiers (“AMF”) (collectively, together with the OSC, the “Principal Administrators”) is soliciting competitive proposals for quality assurance services ( “Services”), for the benefit of the members of the Canadian Securities Administrators (the “CSA”) and others, on a non-exclusive basis.
The Selected Respondent will be required to provide throughout the term of the engagement one or more quality assurance professionals to support the program related to the renewal of the CSA National Systems (the “Renewed System Program”). Respondents are expected to have a set of recognized, mature and documented quality assurance standards, processes, approaches, and methodologies, and to propose quality assurance professionals who are appropriately certified. Respondents should have expertise and experience with large systems integration programs, and in working closely with all stakeholders during the provision of services. The scope of the quality assurance services includes the technical (IT) component related to the systems integration project itself, and the business requirements component that will inform the technical requirements. It is expected that the quality assurance professionals will have all or a significant proportion of their time dedicated to this project. In addition, having highly specialized resources support certain key areas for more limited periods of time potentially is acceptable.

Respondents will be required to complete and submit an RFP interest agreement in order to receive certain background information, to submit questions and receive answers, and to submit a Proposal in response to this RFP. Proposals must be received on or before 2:00 p.m. Eastern Time on May 16, 2016 by MERX Electronic Bid Submissions (EBS).

All responses are to be submitted to the Ontario Securities Commission by the use of MERX Electronic Bid Submission (EBS). Respondents shall be solely responsible for the delivery of their Proposals in the manner and time prescribed.
