APPENDIX D – RFP PARTICULARS
A. THE DELIVERABLES
- Project Requirements
- The proponent will deliver training consistent with the values, goals, strategies and objectives of Ornge and that meets all regulatory requirements.
- Due to unit priorities, requirements, and funding availability, the required number of courses, locations or anticipated course attendees may increase or decrease. Schedules will be determined to maximize class participation numbers. However, flexible course availability may be necessary to provide training for individuals or small groups. It is the expectation that the proponent will provide innovative solutions to the requirements for one-off or individual training.
- The selected proponent will be responsible for furnishing all labour, material, curriculum, equipment, tools and supervision, and certification documentation and authorization required to deliver the AMRM Training as detailed herein.
- Ornge determines which employees require AMRM Training. Typically, Ornge facilitates introductory AMRM Computer Based Training (“CBT”) courses upon hire and a classroom / practical component for new employees as soon as possible. Recertification is scheduled every two years for all employees; however, an effort is made to provide annual AMRM Training to front line employees. Ornge currently has approximately 650 employees who participate in AMRM training. The number of Ornge employees requiring annual training should remain relatively static throughout the period of the contract.
- Training will be on an “as and when requested” basis.
- Training must be available at Ornge base locations as per Appendix E. It may be necessary at times to run concurrent training at multiple locations.
- On-line training capability, as detailed herein. Any references to classroom training that follow shall be assumed to include the potential for a participatory online video conference course.
- Training
- New Transport Canada regulations require Crew Resource Management training be provided to flight crew, maintenance personnel, and cabin crew. Ornge will be meeting these regulatory requirements through a holistic AMRM training program. Ornge approaches AMRM from an “Organizational Level” meaning that the AMRM philosophy is adhered to throughout all levels of the company. Due to this industry leading philosophy, components of the training must be tailored to front line employees while select courses must be tailored to delivery to supervisory levels from Managers through Directors to the C-Level Suite. In addition, a number of “condensed” AMRM courses are required for delivery to administrative employees at our Explorer Drive location in Mississauga. The “Front Line” course is to be tailored to look at the issues and requirements specific to Transport Medicine. Discussion points and case studies should include operating environments and dynamics involved in both aviation and medical professions. This course will teach the employees to work in a crew environment and how to use resources while dealing with limitations in an effective manner.
The goal of this course is to provide employees with a skill based approach to human factors and Air Medical Resource Management. The contact should focus on providing the tools and strategies for individuals to operate in a safe and efficient manner as an acting crew member in aero-medical services. Participants are to be involved in developing skill-based strategies that can be used in effectively managing resources, threat and error management and risk mitigation strategies. Focus should be on crew member behaviour within the broader Safety Management System within the “Just Culture” in place at Ornge and how that behaviour impacts the safety system in either a positive or negative fashion.
Through practical classroom instruction, trainees will receive training in threat and error management, resources available and their limitations, crew resource management (CRM skills), communication, situational awareness, decision making, workload management, crew performance, identifying observable behaviours, developing preventable strategies, human factors (fatigue, stress, personalities, group dynamics). There is no requirement to provide an evaluation of the classroom portion of the training.
Sessions will be presented either in-person at a facility designated by Ornge supporting an expected minimum of 20 participants, or online through a video conferencing platform furnished by the proponent supporting a minimum of 12 participants.
Initial training requirements per Commercial Air Services Standard 723.98(33) and 724.115(28) are accomplished through an online CBT course. The AMRM classroom training curriculum shall meet the requirements of the CASS 723.98(33) and 724.115(28) recurrent syllabus. As employees are on a biennial cycle, new course material shall be developed every two years.
