Summary Notice and Notice of Intended Procurement

This Summary Notice and Notice of Intended Procurement is issued by Ontario Pension Board (“OPB”) for procurements covered by the Canadian Free Trade Agreement and the Comprehensive Economic and Trade Agreement to provide summary information in relation to specific procurement, as detailed below.

A. SUMMARY NOTICE

1. Subject Matter of Procurement

Human Resource Information System

OPB is seeking a cloud-based Human Resource Information System (“HRIS”) with the following functionalities at a minimum:

Payroll;
Insured benefits management;
HR information management; and
Time and Attendance.

In addition, the service provider will provide related services such as implementation of the HRIS and training.

2. How to Obtain Relevant Documents

OPB anticipates posting the RFP on electronic Canadian public tendering systems (MERX and/or Biddingo) in June 2019. Interested suppliers are encouraged to monitor Canadian public electronic tendering systems for the formal posting of the RFP and are asked not to contact OPB for posting information.

3. Submission Deadline
The submission deadline for this solicitation is thirty-five (35) calendar days from the RFP posting date.

Human Resource Information System

OPB is seeking a cloud-based Human Resource Information System (“HRIS”) with the following functionalities at a minimum:

The HRIS will be for approximately 166 employees. In addition, the service provider will provide related services such as implementation of the HRIS and training.

5. Time-Frame for Delivery, Duration of Contract and Extension Options
It is anticipated that the resulting contract will be awarded by September 2019 and will be for a term of three (3) years with an option to extend on the same terms and conditions for up to two (2) additional periods of up to one (1) year each.

Unless otherwise indicated, all submissions shall be in English only.

11. CFTA/CETA
Unless otherwise indicated, and subject to applicable exceptions and exclusions, this solicitation is covered by Chapter 5 of the Canadian Free Trade Agreement, and, where the contract value meets or exceeds applicable contract value thresholds, by the Chapter 19 of the Comprehensive Economic and Trade Agreement.

ADDITIONAL INFORMATION

The HRIS must be a fully configurable HR business process management solution using modern technology that offers secure, scalable and high-availability performance as well as enabling automation and integration of key processes for HR.

The HRIS should have the capability to enable additional HR or business related functionalities to support the HR needs and promote further automation for new functions as they become available. Some of the desirable additional modules or future functionalities include:

Performance management;
Talent acquisition;
Manage temporary agency; and
Workforce management

Included in the annual subscription fee, the service provider shall provide maintenance and technical support to OPB. In addition, the service provider shall provide implementation and training services to support the initial onboarding of the HRIS. The RFP process is a non-binding RFP which includes a consecutive negotiation process. The service provider may be requested to provide other related services to meet OPB needs during the term.
