Invitation to Proponents

This Request for Proposal (the “RFP”) is an invitation by Niagara Peninsula Conservation Authority to qualified firms to submit a proposal to a Parks and Campsites Reservation System as further described in (Appendix D - the RFP Particulars).

Type of Contract for Deliverables
The selected proponent will be requested to enter into direct contract negotiations to finalize an agreement with the Niagara Peninsula Conservation Authority for the provision of the Deliverables. The terms and conditions found in the Form of Agreement (Appendix A) are to form the basis for commencing negotiations between the Niagara Peninsula Conservation Authority and the selected proponent. It is the intention of Niagara Peninsula Conservation Authority’s participating agencies to enter into an agreement with only one (1) legal for a period of five (5) years with the option to extend for two (2) one (1) year extension.

Currently, the NPCA does not have a multiyear contract for its Parks and Campsites Reservation System. Any Solution must be an online solution which manages campsites and parks reservation and all associated financial transaction.
The Niagara Peninsula Conservation Authority is interested in implementing a comprehensive software package (the “Software”) that will enable online, mobile device, and in Park campground reservations (the “Reservation”) as well as the basic on-site point of sale transaction (‘POS”).
This request for proposal is intended to enable NPCA to select a qualified software provider to work with the NPCA staff to develop and integrate a complete software system that is capable of supporting operations. The Proposal should be consistent with the outlined project objectives.
The NPCA staff operates the following campgrounds (the “Campgrounds”) and Conservation Areas:

The main purpose of this project is to support core business operations and improve efficiency through the replacement of the current reservation and point of sale software systems at NPCA Campgrounds and Parks.
The Proponent will develop and maintain a Reservation Software that allows the public to make changes or cancel Reservation using either web-based transactions.
