NPCA-2018-019 - Environmental Consulting Services

This Request for Standing Offers (the “RFSO”) is an invitation by Niagara Peninsula Conservation Authority to prospective proponents to submit Standing Offers for Environmental Consulting Services on as needed basis as further described in (Appendix D) (the “Deliverables”).

It is the intention of Niagara Peninsula Conservation Authority to enter into an agreement “as and when required” basis for a period of (2) Two Years with the option to extend the agreement for another 1 year upon mutual agreement. Service is anticipated to commence in November 2018. It is the intention of the Niagara Peninsula Conservation Authority to enter into a Standing Offer Agreement (SOA) with up to the (4) Four highest ranked proponent(s) as a result of this RFSO. Work will be “as and when required”.

Conservation Authorities Mandate
The legislative mandate of the Conservation Authority, as set out in Section 20 of The Conservation Authorities Act, is to establish and undertake programs designed to further the conservation, restoration, development and management of natural resources. The NPCA fulfills this mandate by implementing programs that:
Improve the quality of lands and waters
Contribute to public safety from flooding and erosion
Provide for the acquisition of conservation and hazard lands
Enhance the quality of life in its watershed by using its lands for recreation, heritage preservation and conservation.
The successful proponent will:

1. Review requested applications, conduct site visit, attend meeting(s) delineate features boundaries, assess value of natural heritage features and provide ecological advice to avoid negative impact to natural heritage features and their functions under relevant legislation and NPCA Policies.
2. Scope ecological inventory methodologies and technical requirements for Environmental Impact Studies
3. Review environmental reports and provide advice under the planning and permit review process
4. Provide advice on restoration and alternative mitigation measures to reduce impact of development proposal on the natural environment.
5. Provide ecological advice as requested into violations of NPCA’s Development, Interference with Wetlands and Alterations to Shorelines and Watercourses Regulation, as well as conduct site visit to assess ecological impact of work within Regulated areas.
6. Provide at times expert testimony at tribunals/legal proceeding on NPCA’s behalf
7. Provide at times expert opinion to NPCA Board Meeting and sub committees
