MUSH2018-01 - Professional Project Management - Attawapiskat Youth Centre Project

A Professional Project Manager (PPM) is defined as professional individual or firm contracted by the First Nation to manage the development and implementation of a project on their behalf and for this project in accordance with Indigenous Service Canada's implementation requirements. The objective of this project management assignment is to successfully implement the Attawapiskat Youth Centre Project within the approved scope, schedule and cost parameters providing the First Nation with the appropriate cost control and accountability.

It is understood that the PPM will act in the capacity of independent PPM for the duration of the project. The Consultant and the Contractor will prepare the monthly progress payment reports that the PPM will incorporate into his monthly reports. The PPM will also provide detailed financial reports that can easily be consolidated with the First Nation Audited Financial Statements in a timely manner that meets the terms of the First Nation Contribution Agreement.

The Professional Project Manager must: 

• Become completely familiar with the requirements of the Attawapiskat First Nation (AFN), and Indigenous Services Canada (ISC).  
• Be sensitive to Indigenous concerns, and historical legacies of the Attawapiskat First Nation.
• Define and confirm criteria in the areas of cost control, budgeting, scheduling, and quality control;
• Keep the client and ISC informed of the project status through the implementation of a program of regular monthly reporting as well as the coordination of regular monthly meetings;
• Oversee all phases and aspects of the project and ensure strict conformity to the objectives of the project to meet the client's requirements; and  
• Be a Professional Engineer licensed in the Province of Ontario in good standing.
