Description

The full scope of work is prescribed in detail in the attached tender documents. Without limiting the specifics of these requirements, the work generally consists of:
.1 Construction of new headworks facility
.2 Construction of new primary clarifiers, aeration tanks
.3 Construction of new primary digester and digester and dewatering control building
.4 Electrical servicing upgrades
.5 Service Building Upgrades
.6 Various site civil upgrades

The site for the work is located at 2899 County Road 43, Kemptville, Ontario.

It is anticipated for the contract to be awarded in January 2024. The Contract Time will be the following:
.1 Substantial Performance achieved within 110 weeks from Contract Award.
.2 Ready-for-Takeover achieved within 10 weeks of Substantial Performance.

1.9 SITE ASSESSMENT
.1 A mandatory site visit will be held on October 31st, 2023 at 10:00:00 a.m. The mandatory attendees are General Contractors. The attendance of other subcontractors is optional.
Attendees are to meet in Suite A at the Municipality of North Grenville Main Office at 285 County Road 44, Kemptville, Ontario, K0G 1J0. There will be a presentation by the Consultant to
provide an overview of the project and highlight certain construction constraints. Following the presentation, there will be a site walkthrough at the Kemptville WPCP facility at 2899 County
Road 43, Kemptville Ontario, K0G 1J0.

Attendees will be required to sign an attendance sheet.
Any inquiries shall be submitted in writing in accordance with Section 1.10.

Each Bidder may also make additional visits to the site of the work before submitting his Tender and satisfy themselves by personal examination as to the local conditions affecting construction of the work.
All site visits shall be made by appointment only by contacting the Municipality (Mike Finley mfinley@northgrenville.on.ca). Appointments shall be scheduled with at least 48 hours advanced notice. The Bidder shall sign in at the administration building and be accompanied by a Municipality operations staff throughout the site visit. Contractor to follow all health and safety
requirements on site. Any inquiries shall be submitted in writing in accordance with Section 1.10.

As Bidders have been invited to visit the site and make necessary examinations and investigations of the apparent and accessible conditions, the Successful Proponent shall not be entitled to
subsequently claim any increase to the contract time or contract price resulting from any failure or omission to:
.1 identify otherwise reasonably apparent or accessible conditions;
.2 incorporate further investigative activities required into their proposal.

SUBMISSION / BID OPENING FORMAT
Bidders shall be solely responsible for the delivery of their bids in the manner and time prescribed.
Prior to bid closing time, submit digital bids as two (2) separate .pdf files. Use the file naming convention identified below for the documents:

Bid Documents Submission:
1. Bid Securities:
  1. Bid Bond,
  2. Consent of Surety Agreement to Bond, or letter from a financial institution as prescribed in Consent of Surety/Agreement to Bond,
  3. Signed Undertaking of Insurance or Certificate of Insurance,
  4. WSIB Clearance Certificate.
2. Technical Requirements Submission:
  1. General Contractor – Corporate Experience,
  2. General Contractor – Project Team,
  3. Mechanical and Electrical Subcontractor Teams and Corporate Experience.
Bid Form:
1. The Bid Form (Section 00301) is to have all fields filled out and be signed and/or sealed. A bid form that is not sealed must have a witness signature.
2. The Bid Supplementary Form (Section 00302) is to have all fields filled out and be signed and/or sealed. A bid form that is not sealed must have a witness signature.

Should the documents contained in Bid Securities appear to be improperly completed, or contain irregularities, the Bid may be declared informal and the Bid Form and Bid Supplementary Form of that Bidder’s(s) submission will not be opened.
Missing and/or incomplete information or irregularities within the Bid Form and/or Bid Supplementary Form may be grounds for the Owner to declare the bid informal.
Bidders are advised that there will not be a public opening of the Bid Form of this Tender. Bidders who have submitted will be notified of the results following bid evaluations.
