The Municipality is issuing this RFPQ in order to establish a Standing Offer list of qualified firms which the Municipality may draw upon on an as required basis for a
period of up to five (5) years. The Municipality is seeking proposals from qualified firms or individuals in fields such as land use planning, including heritage planning, environmental planning, policy planning and development planning or other similar fields for the purposes of being placed upon a pre-qualified list of peer reviewers who could undertake reviews on behalf of the Municipality on an as-needed basis in the following categories:
Category 1 – Development Planning
Review of Planning Act applications including Planning Rationales, concept plans, site plans and subdivision plans as well as other plans and studies as part of a development application. Provide professional and technical planning support to the Senior Planner.
Category 2 – Heritage Planning
Cultural Heritage Impact Statement review as part of heritage permit application and/or Planning Act application. Development of Statement of Significance for heritage designations and review of existing heritage designation by-laws including Statement of Significance and update by-laws in accordance with applicable legislation. Policy updates to Official Plan policies or Heritage Conservation Districts to be aligned with current legislation and planning trends.
Category 3 - Environmental (EIS, SAR, etc.)
Review of Environmental Impact Statements and other environmental studies (Ontario Wetland Evaluation System) as part of Planning Act applications. Compare Municipal standards and plans to reports such as environmental impact studies (EIS), species at risk (SAR), environmental site assessments (ESA).
Category 4 – Planning Policy
Review of current Official Plan policies and Zoning By-law provisions updating with current legislation. Development of new Official Plan policies, Zoning By-law provisions and guideline documents. Evaluate and analyze the Planning Act applications for consistency with applicable legislation, and conduct research for planning policy projects.
Category 5 – Archaeology
Review and provide opinion on archaeological reports.
Category 6 - Other fields as deemed necessary from time to time
