This Request for Proposals (the “RFP”) is an invitation by the Coordinating Entity to prospective proponents to submit proposals for Consulting Services, Critical Power Redundancy, Health Sciences Centre as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).
The Coordinating Entity, as identified on the cover page, is issuing this RFP and administering the RFP process on behalf of the Purchaser(s) identified in Section B – Material Disclosures of the RFP Particulars (Appendix D).
The purpose of this RFP is to secure a Supplier to provide prime consulting services for the installation of redundant critical power systems at Central Energy Plant 1 (CEP1) located at 677 Notre Dame Avenue of Health Sciences Centre (HSC) campus. Scope will include the installation of 4,160V and 600V secondary electrical distribution for CEP1, as well as removal of obsolete equipment and systems, and all other required associated work to achieve a fully functioning system.
Background
In recent years, Health Sciences Centre (HSC) has partnered with Manitoba Hydro (MB Hydro) on a project to consolidate the site’s electrical service points. Several service points of various voltages were consolidated into five, each consisting of an individual electrical distribution group served by a primary and spare 12kV feeder originating from different MB Hydro substations, known as a Dual Radial Feed Bus (DRFB).
In order to provide diversity, the loads for HSC’s Central Energy Plant 1 (CEP1) at 677 Notre Dame Avenue are intended to be served by HSC1 and HSC2, which will serve the new padmount Carte transformers outside CEP1, as per the attached site plans. HSC1 will supply two 12kV feeders serving two 3MVA padmount transformers which will supply the 4,160V distribution for CEP1’s chillers and HSC2 will supply feeders serving two 12kV feeders serving two 2MVA transformers which will supply the 600V distribution for the CEP base building load.
The CEP’s 4,160kV and 600V distributions are currently fed from obsolete MB Hydro owned switchgear and transformers located in a basement vault at 677 Notre Dame Avenue. These distributions are independent of each other and the given the nature of the loads they serve it is anticipated some work will need to be phased, with some work conducted during the summer and some in winter. Continuity of operations must be maintained during the change over to the new feeders.
A construction budget of $2,725.000 is approved and additional funding for this project may be approved in subsequent years. The scope of this RFP includes any funding that is already approved plus subsequent funding approvals for additional phases. Any phase of the project that doesn’t receive funding approval will not proceed.
The term of the agreement is for three (3) years, with an option in favour of the Purchaser to extend the agreement on the same terms and conditions for two (2) option terms of two (2) years each.
