The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: To develop a prevention framework that would clearly describe the partnership roles and responsibilities of each of the organizations that currently provide prevention services/education to Manitoba employers.
Description of Services
The WCB requires the Contractor to design and facilitate discussions among interested parties including the WCB, SWMB, the MFL, MEC, IBSPs, PAC, and the Workplace Safety and Health Branch to achieve a shared understanding of the relationship, partnership roles, and responsibilities between WCB/SWMB, the IBSPs, and all participants in the delivery of prevention services in Manitoba. The Contractor will design a prevention framework/charter that the stakeholders will discuss and agree to.
The Contractor is expected to perform the following:
a) Conduct a review of the current prevention environment in Manitoba with respect to partnership roles and responsibilities, including background research, stakeholder interviews and data collection;
b) Complete an inter-jurisdictional scan of similar approaches to delivery of prevention services at the provincial level;
c) Interview identified stakeholders to determine topics they wish to discuss during the facilitated discussions;
d) Interview identified stakeholders to identify challenges and opportunities in the delivery of prevention services in Manitoba;
e) Identify overlaps and areas of disagreement on roles & responsibilities amongst stakeholders to determine alignment;
f) Facilitate one or more discussion sessions with the stakeholders and WCB senior staff and WCB's board of directors; and
g) Working with the WCB's executive management team and its governance committee, design a discussion session for the interested parties with the goal of coming to an agreement on the roles of each stakeholder in the delivery of prevention services within Manitoba;
h) Prepare and facilitate a process to generate consensus and direction from the WCB and stakeholders.
i) Based on the feedback and discussions, develop a new prevention framework/charter that clearly articulates the roles and responsibilities, including reporting requirements, of each of the stakeholders and gain agreement for the prevention framework/charter.
It is anticipated that the development of the prevention framework/charter, including the facilitated discussions with stakeholders, will not require more than six (6) months' effort by the Contractor to complete. However, the WCB reserves the right to extend the original completion date if the Contractor identifies the need for feedback/input from WCB resources or key contributors to the review who will be unavailable to answer all questions and/or provide all necessary input during the initial six (6) months.
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The Vendor must have experience and knowledge with preparing strategic frameworks and in facilitating discussions to build consensus amongst multiple stakeholders.
The Proposal should include examples of engagements for strategic frameworks with organizations similar to the WCB and proposed work methodology.
The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.
The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
The Services shall be provided onsite at the WCB's facilities and from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing.
It is expected the Services will be required for an initial period of six (6) months with a preferred start date of September 1, 2024, with an irrevocable option in favour of the WCB to extend for an additional three (3) months.
