A Professional Project Manager (PPM) or Service Provider is defined as a professional individual or firm whose all involved members in this project must have PMP credentials. Having P.Eng credentials cannot substitute for PMP, but it is acceptable as an asset. PPM is contracted by the First Nation and Whitefeather to manage the development and implementation of a project on their behalf and in accordance with this Terms of Reference (TOR). As this is a major project, the Project Manager, hereon referred to as the Service Provider, can be licensed and experienced in the practice of engineering in the Province of Ontario or equivalent; if so, must maintain professional liability, errors, and omissions insurance. It is understood that the Service Provider will act in the capacity of independent Project Manager for the duration of the project. The Service Provider should have a successful record of providing Professional Project Management services to similar projects of an approved scope of work, schedule and budget.
This TOR defines the scope of Professional Project Management services that the Service Provider shall perform for Pikangikum First Nation and Whitefeather for the Berens River Bridge and Access Roads Project during the construction, commissioning and warranty period. These Terms of Reference also defines the conditions of the engagement. These Terms of Reference shall be included in the formal Request for Proposal submitted by the band for this service.
Selection of the Service Provider will be by a competitive proposal process, as per the tendering policy of ISC, in response to these Terms of Reference.
The Contract will be between the Service Provider and Pikangikum First Nation.
