The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: The supply of one (1) full-time resource to act as the Senior Project Director for an initial period of two (2) years, with an irrevocable option to extend for two (2) additional period of three (3) months each, to lead and manage the IT Risk Mitigation initiatives and overall governance.
Description of Services
The WCB requires the Contractor to provide the Senior Project Director who will be responsible for leading and managing the IT Risk Mitigation Initiatives and overall governance.
The Senior Project Director will be responsible for oversight and successful planning and execution of the IT Risk Mitigation Initiatives from start to conclusion, including but not limited to, the following:
a) Lead the planning, execution, and monitoring of the IT Risk Mitigation Initiatives portfolio to ensure the projects are completed on time, within budget, and meet quality standards;
b) Oversee the development of detailed project plans, charters, timelines, resource plans, and provide day to day portfolio management throughout the IT Risk Mitigation Initiatives life cycles;
c) Build, communicate, and manage an integrated program plan (IPP);
d) Manage the IT Risk Mitigation Initiatives portfolio budget of all related initiatives and projects;
e) Manage IT Risk Mitigation Initiatives project risks and issues, and take corrective measures;
f) Oversee all projects within the IT Risk Mitigation Initiatives portfolio and manage their interdependencies;
g) Track and manage resource utilization of project staff and vendors across all IT Risk Mitigation Initiatives project streams;
h) Support WCB stakeholder communication and serve as the primary point of contact between executive leadership, technology teams, and key project stakeholders;
i) Align deliverables (outputs) to the IT Risk Mitigation Initiatives "outcomes" with the aid of all stakeholders;
j) Provide direction to project managers and IT delivery teams to ensure successful attainment of IT Risk Mitigation Initiatives project objectives;
k) Develop and implement the required processes for gating checkpoints, building of the integrated program plan, dashboards, and reports to support overall IT Risk Mitigation Initiatives governance;
l) Produce and manage the IT Risk Mitigation Initiatives status reports with EPMO (the WCB's Enterprise Program Management Office), ensure conformance to EPMO and CMO (the WCB's Change Management Office) standards;
m) Lead IT Risk Mitigation Initiatives governance including coordinating steering committee meetings; leading the creation and delivery of presentations, reports, and dashboards on project progress;
n) Report on the progress to the WCB's Executive Management Committee, Audit and Finance Committee, and Board of Directors (as required); and
o) Perform other related duties, as assigned.
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The WCB requires the Contractor to supply the Senior Project Director resource on a full-time basis [thirty-six and a quarter (36.25) hours per week] for the duration of the Agreement, unless otherwise agreed in writing.
The Senior Project Director must have experience and knowledge with the following:
a) Minimum of 10 (ten) years' experience leading, co-ordinating, supporting, overseeing, and managing technology programs of similar scope and scale; and
b) deep understanding of industry recognized program and project management methodologies such as Project Management Body of Knowledge (PMBOK®).
The Senior Project Director should have certification such as Project Management Professional (PMP®), Program Management Professional (PgMP®), or equivalent as applicable (which may be considered an asset when evaluating).
The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.
The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
The Services shall be provided onsite at the WCB's facilities and from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing. The Senior Project Director will be expected to perform the Services onsite at the WCB's facilities a minimum of fifty percent (50%) of the time, unless otherwise agreed in writing.
It is expected the Services will be required for an initial period of two (2) years with a preferred start date of April 7, 2025. The WCB shall have an irrevocable option to further extend the Services on the same terms and conditions and fees for two (2) additional period of up to three (3) months each.
Vendors are not permitted to contact any employees, officers, or agents of the WCB for matters regarding this RFP, except in writing to the Agreement Administrator. Failure to adhere to this rule may result in the disqualification of a Vendor and rejection of its Proposal.
