This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Projects Planning and Delivery (“CPPD”) to general contractors to submit proposals for an interior upgrade to meet current building and accessibility code as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

The work is being done in the Manitoba Courts building at 408 York Avenue, Winnipeg, MB. The scope of work is divided into four phases, three of which form the base price. These include areas of the 3rd floor:
a) Sheriff’s area and holding cells;
b) Courtrooms 301-307, public corridors and signage; and
c) HVAC, ceiling, and lighting.

Scope of work includes but is not limited to walls, ceilings, interior finishes, data, electrical and audio-visual relocation of cables.
Work site locations will be partially and/or fully occupied during construction and scheduling will need to accommodate this by including some evening and weekend work.

A Non-Disclosure Agreement (NDA) (Appendix 12) must be submitted prior to receiving the drawings and specifications. Also, a Schedule A to Appendix 12 must be submitted for each person who will have access to the drawings and specifications.

A mandatory site visit has been scheduled as follows:
Location: 3rd floor, 408 York Avenue, Winnipeg, Manitoba
Date and Time: January 30, 2025 8:00 am local time

All attendees attending the site visit must also submit a Schedule A. Please submit signed NDA and Schedule As by January 29, 2025, no later than 3:00 pm local time.
Only those with signed NDAs and Schedule A’s will be allowed to view the site.
Note: The sooner you submit signed NDAs, the sooner the Specifications and Drawings will be sent to you.

Proponents are to pass through the front door security at 408 York Avenue, Winnipeg prior to 8:00 am then meet in the atrium to sign the site attendance sheet.
Proponents are to pre-register by email to the project manager at Kim.Griffin@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.
Deadline for registration is 3:00 PM January 29, 2025.

Attendance at the site visit will be confirmed and recorded.
Proponents are not entitled to rely on information received from CPPD, CPPD’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions February 11, 2025. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.
Bid submission deadline is February 19, 2025 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
