Specifications are included and may be discussed by contacting Cameron Dahl, Director of Operations at the Seven Oaks School Division Transportation office by phone 204-338-7991 or by fax 204-334-6889. Applications should include the company’s experience in the provision of school buses particularly with regard to the operations and functions of such equipment within both rural and urban school divisions.
Sealed tenders will be accepted up to 12:00 noon on Tuesday, March 1, 2016.

Invitation to Tender
Provision of School Buses
1. Purpose
To supply four (4) 71 passenger and one (1) 52 passenger with wheelchair lift school buses to the Seven Oaks School Division school bus fleet.
Proponent may submit a tender based on option 1, 2 or both. The intent is to purchase 5 new units in total (funding dependent) in either conventional power or diesel.
2. General Requirements
Delivery: Preferred delivery prior to the start of the 2017-2018 school year.
Equipment Warranty: As indicated in the specification information below.
Supplier to provide:
Outright purchase price including all additional charges except PST & GST.
All tenders submitted to the Seven Oaks School Division, Winnipeg, Manitoba become the property of the Division. All submissions will be treated in confidence.
The tender and all forms/sheets must show the name of the firm and must be signed by a person duly authorized to sign on behalf of the bidder. The name and title of that authorized person so signing must be clearly printed or typed under that signature.
The Division reserves the right to accept or reject any tender or any part thereof, and to annul the process and reject all tenders at any time, without thereby incurring any liability to the affected bidders or any obligation to inform the affected bidders of the grounds for the Division’s action.
No employee of the Division shall act as agent for any person in the sale, or in promoting the sale of anything for use in the School Division in which the employee is employed, or receive any remuneration or other compensation for the sale or any promotion thereof.
All prices are to be firm for acceptance for a minimum period of (30) days from the closing date of the invitation to Tender.
All equipment supplied must meet the Manitoba Education, Pupil Transportation Unit Department standards.
The lowest price or any tender may not necessarily be accepted.
In addition, the Division reserves the right to request selected suppliers to provide the necessary follow-up information or to make a presentation to the proper officers of the Division.
3. Criteria for Selection
Ability of bidder(s) to fulfill all requirements as outlined in the Invitation to Tender.
4. Qualification
The Seven Oaks School Division reserves the right to fully investigate the qualifications of any bidder(s) based on references supplied.
5. Evaluation
Tenders will be evaluated in accordance within the criteria as outlined.
To assist the Division, the award evaluation criteria is based on, but not limited to, the following:
a) All specification terms, specifications and conditions complied with and met.
b) Price of tender including:
- Warranty support, and
- Any other relevant options with associated pricing
c) Strength of organization submitting tender.
d) Submission of satisfactory reference checks with tender, submitted on company letterhead, minimum of three references.
e) System and service offered meets the required specifications.
f) Company profile submitted with tender.
The Division reserves the right to seek clarification of any or all suppliers in order to assist in the evaluation process.
6. References
A list of three (3) references for which your company has supplied similar services and/or the type and scope of services proposed must be included within your submission.
7. Contract/Specification Amendments
The Seven Oaks School Division reserves the right to negotiate with any company/supplier submitting a response to alter, clarify or further enhance the company’s tender and/or any contract arising out of the acceptance of the response.
