MULTI-UTILITY UNDERGROUND INSTALLATION 2018-2023 (WINNIPEG AREA AND SOUTHERN MANITOBA)
SCOPE OF THE WORK
The Work shall consist of all things necessary to provide up to eight (8) crews for the installation of multi-party facilities (electric, telecommunications and natural gas), including the installation of street light standards and service cables, transformers, and telecommunications pedestals / facilities; electric commercial services including mobilization and demobilization, and as further detailed in Manitoba Hydro Request for Proposal 040944.
NOTE: Aspects of the Work shall be performed by a Licensed Journeyman Electrician; an apprentice; a person holding an applicable limited specialized trade electrician's licence; or a person in training to obtain a limited specialized trade electrician’s licence. (Refer to Technical Requirements Section 2.)
Manitoba Hydro reserves the right to add additional work of similar scope and nature (e.g., commercial / industrial subdivisions) at different location(s) to the project identified in this Request for Proposal, on an "as-needed" basis.
The Work is divided into three categories spread over three work areas:
Winnipeg Area:
1) Subdivisions with Up to 20 Lots
-Approximately 80 lots
2) Subdivisions with Greater than 20 Lots
-Approximately 1100 lots
3) Multi-Utility U/G Installation for Reduced Working Space Properties
- Approximately 70 lots / buildings
Rural Area No. 1:
1) Subdivisions with Up to 20 Lots
- Approximately 80 lots
2) Subdivisions with Greater than 20 Lots
- Approximately 400 lots
3) Multi-Utility U/G Installation for Reduced Working Space Properties
- Approximately 25 lots/buildings
Rural Area No. 2:
1) Subdivisions with Up to 20 Lots
- Approximately 40 lots
2) Subdivisions with Greater than 20 Lots
- Approximately 100 lots
3) Multi-Utility U/G Installation for Reduced Working Space Properties
- Approximately 20 lots/buildings
The limits of each boundary are defined as follows:
(a) Winnipeg Area: The City of Winnipeg plus an area 30 km outside the Perimeter Highway No. 100 or 101
(b) Rural Area No. 1: 31 km to 110 km outside the Perimeter Highway No. 100 or 101
(c) Rural Area No. 2: 111 km to 350 km outside the Perimeter Highway No. 100 or 101
Work in the “Winnipeg Area” shall include cities and towns which fall within 30 km or less as measured from the shortest distance from the Perimeter Highway No. 100 or 101 to the jobsite. These shall include, but not be limited to, the following: Stonewall, Stony Mountain, Selkirk, Oakbank, Oak Bluff, La Salle, Niverville, St. Adolphe, Ile-des-Chenes and Lorette.
Work in the “Rural Area No.1” shall include cities and towns which fall within 31 km but less than 110 km as measured from the shortest distance from the Perimeter highway to the jobsite. These shall include, but not be limited to, the following cities/towns: Teulon, Gimli, Beausejour, Steinbach, Mitchell, Kleefeld, Rosenort, Morris, St. Jean Baptiste, Portage la Prairie, Carman, Morden, Winkler and Altona.
Work in the “Rural Area No. 2” shall include cities/towns which extend greater than 111 km, but less than 350 km as measured from the shortest distance from the Perimeter Highway No. 100 or 101 to the jobsite. These shall include, but not be limited to, the following cities/towns: Brandon and Dauphin.
Day to day travel time for the crew to travel from the Contractor’s office to the applicable work area shall be included in the Contractor’s Proposed Prices. Should daily travel to the applicable jobsite be impractical, the Contractor shall include the cost of meals and accommodations in its Proposed Prices.
NOTE(S):
1. The total estimate of quantities of lots for each work area as noted above are for the first year only.
2. See Appendix B for map of the URD Work Areas.
3. See Appendix C for list of towns/cities within each work area.
4. Rural Construction Premiums for Rural Area 1 and 2 are not applicable to installation of commercial electrical services.
Examples of completed projects for each category including typical quantities paid and construction drawings from each utility are provided in Appendix D as a reference.
WORK SCHEDULE AND/OR CONTRACT DURATION
The Purchaser expects to award a Service Contract(s) for the Work on or about July 2018. The Work shall commence on or about September 1, 2018. The number of crews required will be based on current requirements.
Mandatory training/orientation/certification is required for key Contractor personnel prior to the commencement of any Work. Orientation/certification will be scheduled by the Purchaser in Winnipeg and Stonewall, Manitoba during the month of August 2018. Refer also to Section 2 TRAINING, ORIENTATION, CERTIFICATION AND LICENCES of the Technical Requirements.
The Purchaser expects the work to commence on or about September 1, 2018 for a period of one (1) year to August 31, 2019. The Purchaser reserves the right to extend the contract for up to four (4) additional one (1) year periods.
Should the Purchaser elect to extend the term of Contract for an additional one year period, notice will be given to the Contractor at least thirty (30) days prior to the end of contract term.
If the Purchaser chooses to extend the Contract, the agreed Prices for the Work shall be adjusted by a factor equal to the increase, if any, proposed by the Contractor and agreed to by Manitoba Hydro.
In carrying out the Work, the Contractor shall have reasonable latitude to organize the sequence of the Work, provided that the various stages of the Work are completed by the specified date(s) or the date(s) proposed by the Contractor and accepted by the Purchaser.
