DESCRIPTION OF THE SERVICES
The Consultant shall perform, deliver and execute all applicable services in accordance with any agreed upon schedule(s). The Consultant shall commence, perform, execute and deliver all services without interruption and in a prompt, timely, and continuous manner.
The Consultant will act as the liaison on behalf of Hydro with the CSSB, and variance regulatory bodies, such as the Canada Revenue Agency (CRA) and the Manitoba Office of the Superintendent of the Pension Commission. In addition, services will include the following activities (non-exhaustive):
ITEM 1 – Pension Plan Actuarial Valuation Requirements
Valuation services are required for five (5) pension plans. These services will include the examination of several alternative scenarios with respect to different management assumptions pertaining to the discount rate and escalation rates. The annual valuations of each of the plans are as at December 31, commencing with December 31, 2017. A brief description of each plan and the services required are as follows:
The Manitoba Hydro Pension Fund (MHPF)
Enhanced Hydro Benefit Plan (EHBP)
Three (3) curtailed Pension Plans related to Centra Gas Manitoba Inc.
Centra Gas Manitoba Inc. Union Employees’ Pension Plan and
Centra Gas Manitoba Inc. Pension Plan for Salaried
ITEM 2 – Post Employment Benefits Actuarial Valuation Requirements
Valuation services are required for four (4) post-employment benefits on a tri-annual basis. IFRS recognizes that an obligation exists as an employee renders service regardless of whether or not the vesting period has elapsed. These services will include the examination of several alternative scenarios with respect to different management assumptions pertaining to the discount rate. The valuations for each of the plans are as at December 31, commencing with December 31, 2018. A brief description of each plan and the services required are as follows:
Retirement Health Spending (RHSA)
Severance
Sick Leave Vesting
Centra Gas Manitoba Salaried Retiree Health
