With this Negotiated Request for Proposals (“NRFP”), The Manitoba Housing and Renewal Corporation (“Manitoba Housing”) is aiming to select a qualified Proponent to act as the Prime Consultant and lead an interdisciplinary team of consultants and Sub-consultants to provide the scope of architectural and engineering services associated with Manitoba Housing Assets 7734, 8311, 85162 and 85164 located at 62 Isabel St., 855 Furby St., 519, 525 Dufferin Ave., 356-362 Arlington Ave., 312, 314, 316 Magnus Ave., 353A&B, 355A&B Boyd Ave., and 850A&B Magnus Ave., Winnipeg, Manitoba.
Manitoba Housing requires a Prime Consultant to lead a team in providing work as outlined in Appendix 1 Scope of Work. Each asset consists of various buildings and work to be completed.
- Asset #7734 consists of 4 separate buildings:
- 62 Isabel St.- two story walk up with 6 units;
- 855 Furby St.- two story walk up with 6 units;
- 525 Dufferin Ave - townhouse with 10 units; and
- 519 Dufferin Ave. - townhouse with 10 units.
All units were built in 1977/78 with wood framing, concrete foundation and crawlspace. The building exteriors consist of wood or a combination of vinyl and wood siding, and stucco. There has been little work done on the exterior of these buildings. The majority of the exterior components are original to the building such as windows, doors, roof, stucco exterior, which along with the site require refresh or replacement. The exterior stairs and balconies may also require replacement.
B.Asset #8311 is a semi-detached 4 unit row house consisting of 2 three bedroom units and 2 four bedroom units located at 356-362 Arlington Street and was built in 1983. All units have wood frame construction with concrete foundation and basement. The exterior consists of stucco with wood accents. The majority of the exterior components are original to the building such as windows, doors, roof, stucco exterior, which along with the site require refresh or replacement.
C.Asset # 85162 is a triplex consisting of three bedroom units located at 312, 314, 316 Magnus Street built in 1985. All units have wood frame construction, concrete foundations with basements. The exterior consists of stucco with wood accents. The majority of the exterior components are original to the building such as windows, doors, roof, stucco exterior, which along with the site require refresh or replacement.
D.Asset # 85164 consists of 3 semi attached side by side (sxs) buildings:
- 353A - 353B Boyd Avenue;
- 355A – 355B Boyd Avenue; and
- 850A – 850B Magnus Avenue.
All units were built in 1985. Each sxs building contains 2 bedroom units. The exterior consists of stucco with wood accents. The majority of the exterior components are original to the building such as windows, doors, roof, stucco exterior, which along with the site require refresh or replacement.
A mandatory site visit has been scheduled as follows:

Proponents attending the above scheduled mandatory site visit must meet outside the Project site location prior to 9:00 A.M. to sign the Site Attendance. The rest of the sites will be visited in the following order:
- 63 Isabel St.;
- 855 Furby St.;
- 519 & 525 Dufferin Ave.;
- 312, 314, 316 Magnus Ave.;
- 353A&B, 355A&B Boyd Ave.; and
- 850A&B Magnus Ave.
Proponents are not entitled to rely on information received from Manitoba Housing’s representatives or other third parties at the site viewing unless they have provided the information in writing.

Proposals must be submitted electronically, prior to Submission Deadline, through MERX at www.merx.com/manitobahousing, the Electronic Bid Submission (“EBS”) System used by Manitoba Housing. Proposals submitted by personal delivery or courier, fax or e-mail are not permitted and will not be considered. It is solely the Proponent’s responsibility to ensure that the Proposal is received by Manitoba Housing through the MERX EBS System before the Submission Deadline. Proposals received after the Submission Deadline will not be accepted.
