LGCA2024-04 - Survey and Focus Groups: Manitoba Substance Use During Pregnancy for the LGCA

The Liquor, Gaming and Cannabis Authority of Manitoba (“LGCA”) is issuing this request for proposals (“RFP”) in preparation for a public education initiative on the topic of alcohol and cannabis consumption during pregnancy. The purpose of the RFP is to solicit proposals from qualified research organizations (“candidates”) to administer a survey and conduct focus group research to understand Manitobans’ knowledge about the risks of alcohol and cannabis consumption during pregnancy, and areas to improve public education (“project”).
The project is made up of two components:

1. The first component is the administration of a 10- to 15- minute survey with a sample size of at least 1,000 adult Manitobans. The scope of the work includes developing screening questions, reviewing and providing feedback on a survey questionnaire, survey programming and pretesting, conducting the survey, preparation and cleaning of SPSS dataset(s), syntax and Excel files, conducting quantitative data analysis, and providing an 8-10-page written report interpreting main findings from the survey.

2. Additionally, the LGCA requires focus groups in various provincial locations, including two (2) in Winnipeg, one (1) in Brandon and one (1) in Thompson. The scope of the work includes developing screening guides, reviewing and providing feedback on a discussion guide, recruiting participants, booking meeting space, coordinating audio-visual services, moderating the focus groups, verbatim transcription, conducting qualitative coding and thematic analysis of transcripts, and providing an 8–10-page written report summarizing key themes and findings. This report is a separate deliverable from the survey report.
