Description

The Liquor, Gaming and Cannabis Authority of Manitoba (“LGCA”) is issuing this request for proposals (“RFP”) to solicit proposals from qualified instructional design companies (“candidates”) to develop a training program for the LGCA’s minor agents program (“project”). The intent is to ensure retention and application of the material by youth ages 16 to 18 who are employed as minor agents by the LGCA. The successful candidate (“consultant”) will work closely with the LGCA throughout the project. The project must be complete by May 31, 2023.

3.1. RFP Schedule

The LGCA anticipates that the contract will be awarded by February 17, 2023. The project must be complete by May 31, 2023.

3.2. Candidate Questions
The LGCA will respond to questions from candidates. Please email questions to:

The LGCA will endeavour to respond via email to all candidate questions within two business days of receipt. The LGCA will respond via email to all questions and will not address questions over the telephone. Any candidates who wish to receive all questions and the corresponding responses must request this information formally. The LGCA will provide questions received and responses to those who have requested this information, without revealing the sources of questions. Requests, which must include contact information, may be submitted by email to lrink@LGCAmb.ca.

3.3. Project Proposal Submission
Candidates must submit their project proposals by email to:

by 12:00 p.m. (noon) Central Time on Monday, February 6, 2023 ("submission deadline").

Information on pricing and costs must not be included with the rest of the project proposal. This information must be submitted by courier in a sealed envelope labelled “Compensation”. One corresponding compensation envelope must follow by courier no later than 24 hours after the submission deadline. Information on pricing and costs must not be sent by email. Compensation envelopes will be opened and reviewed after all project proposals are evaluated.
