B3. SITE INVESTIGATION
B3.1 Further to C3.1, the Contract Administrator or an authorized representative will be available at the Site at 10:00 a.m. on April 12, 2024 to provide Bidders access to the Site.
B3.2 Bidders wishing to register for the Site investigation shall provide the Contract Administrator with a Public Safety Verification search obtained not earlier than one (1) year prior to the Site investigation.
(a) The Public Safety Verification Check may be obtained from Sterling Talent Solutions. Bidders will need to set up a Sterling Talent Solutions account prior to requesting individual background checks. This process should be done 72 hours prior to requesting the first check. The account can be setup using the following link: https://forms.sterlingbackcheck.com/partners/platform2-en.php?&partner=winnipegcity Note that the check will take up to 48 hours to complete. See PART F - Security Clearance for further information.
(b) The results of the Public Safety Verification Check must be received by the City directly through Sterling Talent Solutions. Proponents must set up an account with Sterling Talent Solutions under their company name and grant Sterling Talent Solutions permission to share the results of the Public Safety Verification Check with the City of Winnipeg.
B3.2.1 Attendees are required to wear CSA approved safety footwear, high visibility vest and a hard hat.
B3.3 The Bidder is advised that the site investigation is optional.
B3.4 Proponents will not be allowed to take pictures at the Site investigation. The Proponent may request pictures of specific areas from the City’s Project Manager. The pictures will then be issued to all the Proponents registered for the Site investigation.
B3.5 The Bidder shall not be entitled to rely on any information or interpretation received at the Site investigation unless that information or interpretation is the Bidder’s direct observation, or is provided by the Contract Administrator in writing.
B3.6 The Bidder is responsible for determining;
(a) the location, nature, quality or quantity of the materials to be removed or to be employed in the performance of the work;
(b) all matters concerning access to the site, power supplies, location of existing services, utilities or materials necessary for the completion of the work; and
(c) all other matters which could in any way affect his/her Bid or the performance of the Work.
