D3.1 The Services required under this Contract shall consist of sourcing candidates for the position of
Chief Administrative Officer for the City of Winnipeg and will include:
(a) Assisting in updating the Chief Administrative Officer job description in consultation with
the Recruitment Committee;
(b) The creation of a position profile that highlights the requirement of the position and
highlights of the City of Winnipeg as a career destination
(c) Demonstration of the research tools and analytics available to the Firm to identify where
diverse and qualified candidates are likely to be found
(d) Demonstration of past success sourcing and presenting diverse and qualified candidates,
such those that are female, visible minority, Indigenous, and or persons with disability.
(e) Creation of screening criteria and interview selection criteria;
(f) Conducting national search, possibly beyond if required;
(g) Preparing any advertisements and promotional material to be used the through search
process in consultation with the Recruitment Committee;
(h) Receiving and sourcing applicants. Maintain a list of all applicants, and prepare a short list
of qualified applicants for presentation to the Committee;
(i) Conduct initial pre-screen interviews and outline process used (phone, video or in-person)
(j) Bring forward qualified, screened and pre-reference-checked candidates;
(k) Creating the interview material which includes; the interview guide, interview questions,
selection criteria. selection rating tools, assessment tools, and psycho-metric testing to be
used on candidates together with the Recruitment Committee;
(l) Coordinating interviews and providing confidential meeting space. Interviews will be led by
the Recruitment Firm and Recruitment Committee;
(m) Conducting additional background checks and final reference checks on preferred
candidate as required;
(n) Supporting the Recruitment Committee and HR Services at the City of Winnipeg with new
hire salary negotiations and recommending reasonable relocation financial support levels;
and
(o) Providing progress updates to the Recruitment Committee as required. Video
conferencing may be used for updates. Some travel may be required.
D3.2 The funds available for this Contract are $70,000.
