Full Title: Professional Consulting Services for the Inspection and Condition Assessment of Alexander Dock
D4. SCOPE OF SERVICES
D4.1 The Services required under this Contract shall consist of Engineering Assessment and
Estimate of Alexander Dock in accordance with the following:
(a) Perform an inspection and condition assessment of the Alexander Dock. The inspection and
assessment should identify portions and elements of the current dock structure that are
structurally sound and could be feasibly re-used, refurbished or repurposed with the objective of
establishing a docking facility suitable for public use including for mooring recreational
watercraft and launching canoes, kayaks and paddle-boards.
(b) Develop concepts and recommendations for the partial or full demolition of the dock structure
and remediation of the disturbed areas. The current scope will not include the design of the final
dock configuration, but will identify components of the existing dock that can be utilized within
subsequent design exercises.
(c) Develop class 3 cost estimates for:
(i) Dock Demolition:
(i) Option 1 – Demolition and removal of the entire dock structure.
(ii) Additional Options as per D4(b) – Demolition of those portions of the existing dock
structure that are deemed unsafe, unusable, and/or unnecessary for a re- configured structure.
(ii) Riverbank erosion protection and stabilization work necessary to protect future structures
and areas disturbed by demolition and landscaping.
(iii) Environmental and heritage resource considerations.
(d) Work should be completed the winter/spring 2024 season.
D4.1.1 The Services required under D4.1 (a) to (c) shall be in accordance with the
City’s Project Management Manual http://winnipeg.ca/infrastructure/asset-management-
program/templates-manuals.stm#2 and templates http://winnipeg.ca/infrastructure/asset-
management-program/templates-manuals.stm#4 . Notwithstanding the foregoing, the Consultant is being
engaged by the City for their professional expertise; the Consultant shall bring to the Consulting
Contract Administrator’s attention any aspect of the City’s Project Management Manual or templates
which the Consultant is of the opinion is not consistent with good industry practice.
D4.2 The following shall apply to the Services:

D4.3 The funds available for this Contract are $70,000.00
