D4. SCOPE OF SERVICES
D4.1 The scope of the project is a feasibility study for a new recreation centre at the
corner of Warde Avenue and Evelyne Reese Boulevard.
D4.2 Services required under this Contract shall consist of Feasibility Study for a new
recreation centre in accordance with the following:
1. Assessment of recreation needs/interests in the community that is informed by high-level
inventory of nearby facilities/amenities, demographics, public/stakeholder engagement, etc.
2. Public engagement process – anticipating there will be two phases with the first phase focused
on surveying community need/interest in various types of activities/amenities. The first phase
being undertaken by City of Winnipeg staff and launched in fall 2024. The Second phase by the
proponent will be to gather feedback on the proposed concept(s)
3. Define space program, site assessment and analysis, design options developed (including site
survey and geotechnical analysis of development site)
4. Recommended concept plan for the site and the facility
5. Obtain a Class 4 Cost Estimate for the recommended concept
6. Financial Pro-Forma that assesses the potential revenues and operating costs for the facility
D4.3 The design process will require regular project meetings with City of Winnipeg staff,
and may include representatives of Southdale Community Centre.
D4.4 The Consultant shall meet the requirements of the City’s “Building and General
Construction Industry – Class of Estimate Deliverables Maturity Assessment Checklist” template for
the Class 4 Cost Estimates (see Appendix A).
D4.4.1 The Services required under D4 shall be in accordance with the City’s Project
Management Manual http://winnipeg.ca/infrastructure/asset-management-
program/templates-manuals.stm#2 and templates http://winnipeg.ca/infrastructure/asset-
management-program/templates-manuals.stm#4 . Notwithstanding the foregoing, the Consultant is being
engaged by the City for their professional expertise; the Consultant shall bring to the Consulting
Contract Administrator’s attention any aspect of the City’s Project Management Manual or templates
which the Consultant is of the opinion is not consistent with good industry practice.
D4.5 The following shall apply to the Services:
