The City shall have the right to disqualify Proponents from the bidding process if they have failed to complete their obligations under any prior contract with the City of Thompson, or have been involved in litigation with the City.
The lowest or any submission need not be accepted by the City of Thompson. The City shall have the right to evaluate competing bids in accordance with its own criteria for evaluation applied to the work being proposed, whether or not such criteria has been expressly related to the Proponents. The City of Thompson reserves the right to award tender to the bidder which it deems to be in the best interest of the City.
