DescriptionA - Previous Amendment

Manitoba’s objective with this Negotiated Request for Proposal (NRFP), is to solicit proposals from qualified Proponents to provide Design-Build Services for an Outdoor Secure Vehicle Entryway (Sally-Port) at the Pas Correctional Centre (TPCC), 300 Third Street East, The Pas, MB. The Proponent must utilize the design-build service delivery methodology and a full range of professional consultant and contractor services during the design and construction phases of the project. The Services are further described in, Appendix 3 – Description of Services and Appendix 4 – Scope of Work.

All inquiries related to this NRFP must be directed, in writing by email, no later than five (5) business days before the Submission Deadline to:

Inquiries should be received no later than the inquiry deadline as noted above. If an inquiry is received later than that inquiry deadline date, Manitoba may respond but is not obligated to provide a response. If a Proponent has sent an inquiry and has not received an acknowledgement, the Proponent should follow up with Manitoba. In any event, Manitoba is not responsible if a Proponent’s inquiry does not reach Manitoba by the requisite date shown above. Only information provided in writing by the Contact Administrator identified above will be binding on Manitoba. Information provided verbally will not be binding on Manitoba.

A mandatory site visit is scheduled as follows:

Location:        The Pas Correctional Centre (TPCC), 300 Third Street East, The Pas, MB

Proponents must confirm their intent to attend this site visit and provide the name(s) of the person(s) who will attend no later than 24 hours prior to the site visit to the Project Manager, Mohan Tenuwara via email at mohan.tenuwara@gov.mb.ca.

Proponents attending the above scheduled site visit should meet outside the Project site location prior to the time indicated above. Attendance at the site visit is a mandatory requirement of this NRFP. Proposals will not be accepted from Proponents who do not attend the site visit.

Proponents cannot rely on information received from Manitoba representatives or other third parties at the site viewing unless provided in writing via an addendum.

Deadline for questions September 22, 2022. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca CPPD will only address questions that were sent to this email address.

Bid submission deadline is October 6, 2022 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of submission will be accepted. Please read the tender documents carefully regarding the e-bid requirements.
