This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Consumer Protection & Government Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba Housing and Renewal Corporation. (“Owner”) to prospective proponents to submit proposals for interior/exterior retrofit and asbestos abatement as further described in Section 1 of the RFP Particulars (Appendix 8) (the “Work”).

The work is being done in 5, 8, 10, 17, 18A, 20 & 24, 30A & B, 32A & B, 40A & B Spruce St., 10 Willow St., 16 Maple St., Umpherville, MB.

CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

An optional site visit has been scheduled as follows:
Location: 5 Spruce St., Umpherville, MB
Date and Time: November 21, 2023, at 10:00 AM local time

Proponents are to meet at 5 Spruce St., prior to 10:00 am to sign the site attendance sheet. Proponents are to pre-register by email to the project coordinator at Andres.Aguirre@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.

Deadline for registration is 12:00 PM November 20, 2023. Attendance at the site visit will be confirmed and recorded. If proponents are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFP Contact.

Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions November 28, 2023. All questions must be submitted to the RFP Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is December 5, 2023 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of submission is accepted for this tender. Please read the tender documents carefully regarding the e bid requirements.
