Keystone Child, Youth, and Family Services is seeking proposals from qualified firms to provide design-build services for the construction of our expanded live-in treatment youth mental health program facility in Owen Sound, Ontario.

Background: The need for specialized mental health services for youth in Ontario has been recognized as a critical priority. The construction of this state-of-the-art youth facility will offer a supportive and therapeutic environment for youth facing acute mental health illnesses. The facility will deliver wraparound live in treatment, care, and support to meet the needs of young individuals requiring intensive mental health treatment, supporting the stabilization of their health needs, alongside family and community reintegration.

Scope of Work: The successful firm will be responsible for providing comprehensive design-build services, including but not limited to:
o
Architectural design and engineering
o
Project management and scheduling to achieve milestones
o
Collaboration with city authorities to prepare and submit all essential drawings and documentation necessary to obtain the required permits
o
Site preparation and construction
o
Compliance with Ontario building codes and regulations, included but not limited to the Accessibility for Ontarians with Disabilities Act (AODA)
o
Compliance with Ministry of Children Community and Social Services licensing requirements for Live-In Treatment facilities
o
Integration of sustainable and energy-efficient practices
o
Quality assurance and control
o
Budget management, value, and cost control

Deliverables: The proposed deliverables shall include:
o
Conceptual and detailed architectural designs
o
Construction documents and specifications
o
Project schedule, with timelines and clearly identified project milestones
o
Procurement plan for materials and subcontractors
o
Risk management plan
o
Health and safety plan
o
Quality assurance plan
o
Sustainability and energy efficiency plan
