20-039 - Transaction Advisor for Transit Oriented Communities Program

As part of the delivery of priority subway projects, the Province intends to pursue integrated Transit Oriented Community (TOC) development opportunities in partnership with commercial developers at station sites. TOC offers the opportunity to deliver transit infrastructure in a manner that catalysis the creation of higher-density neighbourhoods centred around higher-order transit. By offering development opportunities to the market, the TOC program seeks to recapture a portion of the value created through the government’s transit investment, while achieving the goals of the Regional Transit Plan: strong connections, complete travel experiences and sustainable and healthy communities.

The aim of the TOC program is to enable the creation of developments that are physically and functionally integrated with station infrastructure to create an enhanced and seamless customer experience while transitioning from stations to the public realm.

As part of this mandate, IO is seeking to engage a third-party advisor to provide expert commercial and financial advice to inform the transactions as well as support in negotiations with the preferred developers identified for each of the station sites.
