Infrastructure Ontario considers a variety of procurement options for its major infrastructure projects, ensuring the selection of the most suitable model for each project. With a proven track record, IO has successfully delivered numerous projects through its Ontario-based P3 program, as well as more traditional methods, and more recently with forms of progressive and collaborative contracts.
IO continuously enhances its procurement and contracting models, building on its project experience and feedback from industry and public sector clients. Increasingly complex projects, market dynamics and industry trends have led to the need for new, creative and collaborative partnerships to facilitate the successful delivery of projects. To that end, IO is seeking to engage a Program and Commercial Advisor to provide a wide range of program and commercial structure development and implementation planning support for the development of two new collaborative contracting delivery models for our healthcare and social infrastructure program (the “Social Collaborative Contracting Program”). These new collaborative contracting models will expand upon IO’s existing work in the transit and transportation sectors over the last few years where we have successfully, with our co-sponsors, brought to market several collaborative contracting models.
The new collaborative contracting delivery models being considered for our healthcare and social infrastructure program will include:
• A Progressive Design-Build model with target price regime for construction (“PDB”); and
• An Alliance contracting model (“Alliance”).
