The work includes, but is not necessarily limited to, the supply of labour, material, supervision, and equipment necessary to perform janitorial cleaning services and specified related work for various buildings at CFB Shilo, MB.

The estimated cost for this opportunity is in the order of $3,250,000 (including PCAs and Mobilization) for the initial two-year period. If mutually agreed, the contract may be extended for up to three (3) additional one (1) year periods under the same terms and conditions. The total estimated cost for this opportunity is in the order of $8,350,000 (including PCAs) if fully executed.
The Contract will be in place from the Notification of Award to March 31, 2026. Following the Contract award, the contractor will be required to progressively mobilize (mobilization) and be ready to commence providing services on April 1, 2024, referred to as the Service Commencement date.

If mutually agreeable between the Contractor and DCC, the contract may be extended for up to three (3) additional one (1) year periods with the same Terms and Conditions and applicable cost escalation. The Contractor will be advised prior to hundred and twenty (120) calendar days of expiry of the contract if the option to extend will be executed.
If the option to extend this contract for the first optional period is exercised by Defence Construction Canada (DCC), the annual amount submitted in the Electronic Bidding System will be adjusted at the two-year anniversary of the Service Commencement date by calculating the percentage change in the Bank of Canada’s Consumer Price Index, all-items excluding eight of the most volatile components as defined by the Bank of Canada and excluding the effect of changes in indirect taxes (CPI).
The adjustment would be in effect starting the month after the two-year anniversary of the Service Commencement date. The rates will then be adjusted annually thereafter on the anniversary of the Service Commencement date by calculating the percentage change in the CPI over each twelve-month period. There will be no retroactive rate adjustments. The CPI used for calculation will not be seasonally adjusted.
As per Acknowledgement Document, Item 7 – Bidders are advised that it is understood and agreed that in the event of their Tender being accepted within 30 (thirty) calendar days of the date and time stated for closing of tenders and their failing or refusing to carry out the contract in accordance with the terms of their Tender, their bid security, if required by the tender, (i) if in the form of a wire transfer, shall be forfeited to His Majesty the King in Right of Canada, or (ii) if in the form of a Bid Bond, the Bonding Company shall be liable in accordance with the Bond.
This solicitation is being conducted in accordance with the requirements set out in the Canadian Free Trade Agreement (CFTA), Chapter Nineteen of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the World Trade Organization Agreement on Government Procurement (WTO-GPA).
The selected contractor will be required to hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP) within Public Services and Procurement Canada (PSPC). Details concerning the Security Requirements for this project are identified in Amendment No.1 to the tender documents.
