Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors and sub-contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
This project aim is to perform integrated residual management, from the collection to the disposal, including residual hazardous material, generated on the territory of the Valcartier Garrison and surrounding areas.
Description of the Services
The project requires to furnish all materials, equipment’s and labour for integrated waste management and hazardous residual management in accordance with municipal, provincial and federal laws and applicable regulations to this contract, including those of DND.
The project will consist of, but is not limited to, the following services:
- Collection, transport and disposal of ultimate waste;
- Collection, transport, sorting, processing and/or packaging of materials included in mixed recycling;
- Collection, transport, recovery or disposal of construction, renovation and demolition waste (dry materials);
- Collection, transport, treatment, recovery or disposal of residual hazardous materials;
- On-demand service for collection, transport, treatment, recovery or disposal of sludge;
- On-demand service for additional containers
It is anticipated that this or these procurement(s) will be initiated in fall, 2020. This is conditional on the project receiving approval to proceed by the DND.
Overall services value is estimated at 1 000 000$ / year
Security Requirements
Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub- contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Contractor or sub-contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractor are asked to submit their request prior to August 14th, 2020 quoting the following information:
- Contract number VR992100 ; and
- Level of clearance requested to be sponsored for.
