Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested consultants an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The project aims to replace main electricity entrance, the various elements of the existing underground electrical distribution network, the construction of new infrastructures as well as interventions at main electrical panels in some existing buildings.
Description of the Services
The consulting services may include, but are not limited to, complete plans and specifications for electricity and high voltage distribution, civil engineering and structure, building mechanics and architecture, and provide services during the construction phase.
The estimated consulting services value is about $1,000,000.
It is anticipated that this procurement will be implemented in winter 2021. This is conditional on the project receiving DND approval to proceed. It is possible that only a portion of the above listed work receives DND approval.
Security Requirements
Consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Consultants or sub-consultants that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractor are asked to submit their request prior to January 29th, 2021 quoting the following information:
- Contract number C.001755 ; and
- Level of clearance requested to be sponsored for
