Defence Construction Canada – Request for Abbreviated Proposals for Contaminated Site Environmental Services Source List:

In accordance with the rules, regulations, statutes, guidelines and the professional associations of the provinces where the project will be carried out, Defence Construction Canada (DCC) is calling for Abbreviated Proposals from environmental consulting firms to establish two (2) Source Lists to provide “as and when required” contaminated site environmental services specific to Department of National Defence (DND) requirements in various locations in the above provinces.
The objective of this RFAP is to establish two (2) regional Source Lists - one (1) for British Columbia (Region 1) and one (1) for Alberta, Saskatchewan and Manitoba (Region 2) – with DCC to provide services on an “as and when required” basis as follows:
- Source List (SL) for Region 1 (BC): select three (3) firms who will be placed on a SL for a period of three (3) years from the date of establishment, and with a maximum estimated value of $9,000,000.00
- Source List (SL) for Region 2 (AB, SK, MB): select three (3) firms who will be placed on a SL for a period of three (3) years from the date of establishment, and with a maximum estimated value of $7,500,000.00
If mutually agreeable between the Consultant and DCC, the SLs may be extended as follows:
- SL for Region 1 (BC): for up to two (2) additional 1-year periods and increased in the order of $6,000,000.00 at any time.
- SL for Region 2 (AB, SK, MB): for up to two (2) additional 1-year periods and increased in the order of $5,000,000.00 at any time.
Commissions under the SLs are expected to be valued between $10,000 and $200,000; the maximum value of a commission is $350,000.
The SLs are not a commitment by DCC to spend the entire or any amount.
Information provided by the Proponents will be evaluated using the established criteria in the Request for Abbreviated Proposals. The criteria relate to previous achievements and experience, as well as technical and managerial expertise. The objective of this Request for Abbreviated Proposals is to select the proponent with the highest total score.
This opportunity follows procurement procedures in accordance with Chapter 10 of NAFTA.
