This Summary Notice and Notice of Intended Procurement is issued by Centre d’excellence en approvisionnement FRANCOachat and its participating agencies (“CEA FRANCOachat”) for procurements covered by the Canadian Free Trade Agreement and/or the Comprehensive Economic and Trade Agreement to provide summary information in relation to specific procurement, as detailed below.

Notice of Intended Procurement RFSQ #23-204 - PREQUAL - Multiple Urban Services - CEPEO
This Request for Supplier Qualifications (“RFSQ”) is an invitation by Centre d’excellence en approvisionnement FRANCOachat (“CEA FRANCOachat”) and its participating agencies to prospective respondents to qualify for eligibility to provide Multiple Urban Services for Conseil des écoles publiques de l’Est de l’Ontario as further described in Section A of the RFSQ Particulars (Appendix A) (the “Deliverables”).
The Centre d’excellence en Approvisionnements FRANCOachat (CEA FRANCOachat) is a shared service organization providing procurement services for member school boards in the province of Ontario.
This competitive procurement process is being completed on behalf of the following school boards:

The Board is seeking to qualify suppliers onto a roster of qualified suppliers (the “Qualified Supplier Roster”) to perform various services (noted below) with values not exceeding $99,999 at a variety of sites within all following regions:

3. Land Surveyor
4. Inspection Engineer (Geotechnical and Environmental Assessments)

Only respondents on the Board’s VOR list will be invited to bid on the Board’s projects, unless otherwise allowed for in this document.
Respondents may select any service in one or more of the regions, should they have the ability to meet the Board’s requirements.

1.1.1 Respondent Must Be Single Entity
The respondent must be a single legal entity that, if selected, intends to enter into the Master Framework Agreement for Roster Framework (the “Master Framework Agreement”) described below in Section 1.3. If the response is being submitted jointly by two (2) or more separate entities, the response must identify only one (1) of those entities as the “respondent”. The respondent will be responsible for the performance of the Deliverables pursuant to any contract awarded during the term of the Master Framework Agreement.
1.1.2 Bidding System Registration
All respondents must have a vendor account with CEA FRANCOachat’s electronic bidding system at: https://francoachat.bonfirehub.ca/portal and be registered as a document taker for this opportunity. This will enable the respondent to download the solicitation document, to receive addenda email notifications, download addenda, and submit their response electronically through the bidding system.

1.2 RFSQ Contact

Respondents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of CEA FRANCOachat, other than the RFSQ Contact, concerning matters regarding this RFSQ. Failure to adhere to this rule may result in the disqualification of the respondent and the rejection of the respondent’s response.
1.3 Prequalification Process
Responses will be evaluated in accordance with the evaluation process set out in Part 2 of this RFSQ. Based on the evaluation of responses, selected respondents will be invited to enter into a Master Framework Agreement in the form set out in Appendix B, which will govern the potential subsequent provision of the Deliverables.
Upon execution of the Master Framework Agreement, the respondent will be included on the roster of qualified suppliers (the “Qualified Supplier Roster”). The Master Framework Agreement will remain in effect until terminated by CEA FRANCOachat or until such time as the supplier is removed from the Qualified Supplier Roster.
During the term of the Master Framework Agreement, CEA FRANCOachat may invite the qualified suppliers to compete in invitational second-stage competitive processes (“Roster Competition”s) for discrete work assignments involving the provision of the Deliverables. If selected to perform a work assignment, the supplier will provide the Deliverables in accordance with the general terms and conditions contained in the Master Framework Agreement and any specific terms and conditions included in the solicitation document for the Roster Competition.
CEA FRANCOachat may periodically require all suppliers on the Qualified Supplier Roster to provide documentation for reassessment of their qualifications. The reassessment will be based on the same requirements and evaluation process set out in this RFSQ. Suppliers that do not

continue to satisfy the qualification requirements set out in this RFSQ will be removed from the Qualified Supplier Roster.
Suppliers that fail to perform contracts awarded through a Roster Competition in a satisfactory manner will be removed from the Qualified Supplier Roster. Suppliers may also be removed from the Qualified Supplier Roster for reasons of conflict of interest or unethical conduct.
Suppliers that are removed from the Qualified Supplier Roster will not be eligible to re-qualify for inclusion on the Qualified Supplier Roster for a period of two (2) years.
New suppliers will be permitted to apply for qualification and inclusion on the Qualified Supplier Roster at any time. CEA FRANCOachat will consider new applications and refresh the Qualified Supplier Roster on a yearly basis as outlined on Part 2, article 2.7 Maintenance, Review and New Additions to the VOR List(s). and will notify applicants of the outcome. The same qualification requirements, evaluation process, and Master Framework Agreement that are set out in this RFSQ will apply to the ongoing application process.
A supplier that applies for qualification and is not selected for inclusion on the Qualified Supplier Roster will not be permitted to reapply for a period of one (1) year.

1.5.2 Responses to Be Submitted on Time
Responses must be finalized and fully uploaded in the bidding system on or before the Submission Deadline. The time of receipt of responses shall be determined by the bidding system web clock. Late submissions will not be accepted by the bidding system and will be disqualified as late.
Respondents are cautioned that the timing of submission is based on when the response is received by the bidding system, not when a response is submitted by a respondent. As transmission can be delayed due to file transfer size, transmission speed, or other technical factors, respondents should plan to submit responses well in advance of the Submission Deadline to avoid submitting late due to technical issues. Respondents submitting near the Submission Deadline do so at their own risk.

The bidding system will send a confirmation email to the respondent advising when the response was submitted successfully. If you do not receive a confirmation email, contact the bidding system’s technical support immediately.
