The project consists of a bundle of two (2) projects:
• 240220 - RIC Inmate Yard (280093) – parent project
• 240234 - ESS RIC Inmate Yard (280100)
Separate Purchase Orders will be issued for each project. The Request for Proposal will be issued to a Prime Consultant for both projects combined. The contract will be awarded to one Prime Consultant for both projects, with separate POs issued for each. The Prime Consultant shall provide design and contract administration for both projects.
The Prime Consultant will engage the consultants noted on ‘Appendix C – Schedule A – Prime Consultants Services – 12. General Services Applicable to All Phases – 12.1. Consultant Services’. The Prime Consultant is required to engage a Signage Provider to supply and install a New Ontario Builds signage at EMDC. Work shall meet all applicable codes, standards, and the IO Design and Commissioning Guidelines. The consultant will prepare and submit the building permit application during the design development phase (66% design). The scope of work for each project includes, but is not limited to:
240220 - RIC Inmate Yard (280093) – parent project:
The scope of work involves constructing two (2) new inmate yards, covering a total area of no more than 10,000 sqft, on the Regional Intermittent Centre grounds (RIC) at the EMDC in London, ON.
Prime consultant is responsible for designing the space to accommodate these new yards, which will feature steel structures, roofs with skylights, access corridors (fenced to the yards), supplemental lighting, and connections to existing building systems for services such as stormwater management, electrical, and security. Additionally, the design will include a basketball net and potentially other exercise or recreational equipment.
The project includes installing a roof enclosure system to provide inmates with year-round access to the yard, regardless of weather conditions. Existing grass will be removed and replaced with concrete that has sufficient drainage. The structure of the yards needs to be detached from the existing building, supported by independent columns and structural systems.
240234 - ESS RIC Inmate Yard (274080):
The scope includes the supply, installation, and commissioning of CCTV cameras, duress buttons, monitors, intercoms, a PA system, and other Electronic Security System (ESS) equipment. The specific ESS components will be finalized during the design phase of the project by the security consultant that will be engaged by the prime consultant of the parent project 240220.
Out of Scope
• Any work, repairs or improvements on other exterior building other than related to yards are out of the scope of the project, on the building’s exterior brick walls, RIC or detention center.
• New Sallyport in the RIC.
• Mechanical Systems.
• Guard Post / Observation Area.
• New Storm Water Management System.
• Roadwork, Walkways or Gravel Around the Yard Site.
• Push Buttons on Doors and Rubber Flooring.
• Indigenous Programming Area.
• Doors and Doors Hardwares.
• Paid Escort (Institution will provide security escort officers for the full duration of the construction phase of the project).
