This RFP is to select a contractor to “Design & Build” a multi-use trail system & pump track in South Hills Park. South Hills Park is 19,200 sq. metre park located in a residential area in South Quesnel. A concept plan for the Park was completed by Urban Systems in 2005, however no steps were taken to implement elements of the Plan until 2018. In 2018, the City completed construction of a new playground in the north end of the Park and approximately 50m of new trail was constructed.
The City would like to further develop this Park to incorporate additional trails suitable for walking,
running, and cycling. While a pump track was not identified in the original 2005 Plan, the City has
identified a need for a pump track in the community and has identified South Hills Park as a suitable
location for it.
The City is seeking a contractor to:
i. Design and construct a community based multi-purpose trail network in South Hills Park.
ii. Design and construct a community based pump track, functional for all ages and skill levels in
South Hills Park.
iii. Assist the City and participate in a public consultation meeting to obtain input from the adjacent
neighbourhood, potential stakeholders, and the community-at-large regarding the development
of a trail network and pump track in the Park.
The trail network and pump track should be designed to be fully integrated into the Park, maintaining
the general principles identified as objectives of the 2005 Plan, notably providing a balance between
active and passive recreation, supporting activities for people of varying ages, providing space for informal gathering, maintaining a connection to the neighbourhood, and retaining and working within the natural terrain wherever possible.
As part of the design for the trail network and pump track it is expected that the successful proponent
will provide a complete revised concept plan for the Park that includes existing features like the
playground and current trails, as well as the location of future components in the Park such as parking
and picnic areas. Detailed design, development, and construction of these components is not part of
this RFP but their future location must be considered as part of the design of the trails and pump track
to ensure that these elements have been integrated into an overall Park design.
