Requirement
Transit Operations (2) Service of the Transportation Services Department of the City of Ottawa, hereinafter referred to as the City is seeking offers from qualified Offerers to provide Ministry of Transportation (MTO) inspections, maintenance and repairs to Transit fleet vehicles on an as and when requested basis, in accordance with the specifications, Terms, and Conditions herein.
Standing Offer Closing Date
All Offer submissions must be submitted via the MERX online tendering system no later than 3:00 P.M. local time on Thursday, 16 September 2021. Late Offer submissions will not be accepted. Offers submitted by email or facsimile will not be accepted.
Basis of Authorization
It is the intent of the City to establish an eligibility list of all responsive Offerers for each price schedule based on the lowest responsive offer(s) of Price Schedule “A”, “B”, “C”, and “D”, if in the City’s best interest, in the sole and absolute discretion of the City. Offerers may be on one (1) or more Price Schedules.
Notification of acceptance of an Offerer’s offer will be confirmed contractually in the form of a Standing Offer Authorization letter issued by the City and shall name all of the relevant Contracting Documents. The successful Offerer(s) shall thereafter be known as the Supplier(s).

Offer Preparation and Submission Instructions
Offerers are requested to submit the following copies of their Offer:
All offers must be submitted electronically via the MERX Online Tendering System to the Administrative Authority, identified herein. All Offerers must:
(i) Download, complete and attach the Form of Standing Offer (including Price Schedule “A” and/or “B” and/or “C” and/or “D”) to their offer submission;
(ii) Complete and attach to their offer any confirmation of Specifications and/or supplemental information/literature, either as required herein or as deemed by an Offerer to be relevant to their offer.
Price Schedules
Offerers shall complete, and attach a copy of Price Schedules “A” and/or “B” and/or “C” and/or “D” with their offer submission. Prices must be quoted in Canadian funds and must include all excise taxes, duty, custom clearances and all other charges in effect up to the Standing Offer Closing Date. Harmonized Sales Tax (HST) shall be extra to all prices quoted.
Offerers may submit prices for one, or more, of Price Schedules “A” and/or “B” and/or “C” and/or “D”, however, failure to complete an individual price schedule in its entirety may result in disqualification of the incomplete Price Schedule for non-compliance. Offeres are NOT required to provide pricing on all Price Schedules, only on those for which they would like to be a Supplier.
All unit prices indicated shall be net to the City and shall include all labour, material, equipment and all other associated costs required to supply any additional manuals. In the event of any discrepancy between the unit price and the extension, the unit price shall govern. Where applicable, the prices must be extended and totaled.
All line items in Price Schedule “A”, “B”, “C” and “D” shall be in accordance with the terms, conditions, and Specifications of this Request for Standing Offer.
Estimated Annual Quantities noted in the Price Schedule(s) are a forecasted estimated requirement based on average annual quantities purchased in previous periods. All estimations are for evaluation purposes only and are in no way a commitment by the City to purchase these quantities.
Prices quoted in Price Schedule “A”, “B”, “C” and “D” shall remain firm for the initial two (2) year Period of Contract.
