Requirement
The City of Ottawa, Fleet Services (the “City”) is requesting standing offer submissions from Offerers qualified to provide Automotive Body Repair Services (the “Work”) on an as and when requested basis, in accordance with the Specifications, Terms, and Conditions of this Request or Standing Offer (RFSO).
Note to Offerers: This RFSO “Refresh” is being distributed for the sole purpose of adding suppliers to the RFSO eligibility list (per Section 30.2 of the attached RFSO document) and/or to allow existing Suppliers the opportunity to add new products / services to their Offer. This is not a new request for standing offer. No changes to any specification, term or condition of this RFSO will be considered. All new Offerers must accept the terms and conditions of this RFSO “as-is”.
Period of Standing Offer
The period for placing call-ups against this Standing Offer shall be one (1) year from the Date of Authorization until 31 January 2022. If mutually agreed to by both parties, the agreement may be extended for a further two (2) additional one (1) year terms, or a portion thereof, subject to:
- The Supplier’s satisfactory performance of the standing offer requirements over the prior term;
- The scope of work, terms, and conditions of this RFSO remaining relevant to the City’s requirements;
- The City’s ongoing availability of funds and City’s Council’s budget approval of funds for the purchase of these types of goods specified in the standing offer;
- The pricing offered for the goods by the Supplier is considered to be acceptable by the City and that such pricing is deemed to represent fair market value and the terms and conditions remain acceptable to the City and the Supplier.
New Offerer(s) wishing to be placed on the Eligibility List(s) who did not submit an offer in response to the original RFSO and unsuccessful Offerers who were not placed on the Eligibility List(s) based on their original offer submission, may submit a new offer for the City’s consideration once every twelve (12) months from the original Date of Authorization. New responsive offers will authorized and ranked in accordance with Section 3 to the attached RFSO.
Inquiries and Addenda
Prospective Offerers may submit inquiries for clarification purposes only. Such inquiries shall be submitted in-writing to the Administrative Authority, identified herein, at least five (5) working days before the Closing Date of this RFSO. The City’s clarifications will be issued via written Addenda, distributed by the Administrative Authority, however no changes to any Specification, Term or Condition of this RFSO will be considered. Offerers must accept RFSO terms and conditions “as-is”.
All information given verbally by any person at the City shall be non-binding on the City.
